Hey Sean, you can make the purchase with a shipment in US only, what you have to do is open a PO Box locally in your country, then you will have to send it on the address that the international shipment company gives u, you´ll just have to pay the international shipment, i use that option everytime, cause i´m not from the US.

Generally safer from bulk seller because they are more established and offer return in most cases because they want to keep doing business on ebay but their prices are usually higher than individual selling their personal device. But individual seller that has lots and lots of rating and has other items for sale as well can be trustable as well and might sell their devices much cheaper than the bulk seller.
