There is really not much to tell here, i started with Z170 and then worked on from there! I started by watching others do repairs and then trying it for myself! It is connected to a lot off hours staring at a board and wondering what could be wrong!
A well implemented dual BIOS gigabyte take some notes. 350€ in 2015 feature up the wazoo (post code display, dual bios, cpu/ram´less flash, jumpers, ports with LED´s..)
MSI has a separate ME (management engine) file to update with the version of the BIOS. You get the ME error because the bios is either missing the ME or it has been flashed back and is not the right version.
Hi Buddy, I looked up those BIOS codes and I think you are right. It mostly points to a bad DDR4 Stick or possibly a Bad CPU but most likely it's the RAM Memory. Good Luck!
to fast on the voltage checks at the beginning, none of the voltages updated on your onscreen voltage display before you removed probe. so although you said 12v looked good it didn't even show up on the onscreen voltage display.. happened a few times

Very good to emphasising always connecting an USB keyboard. At startup you also see all the LEDs flashing once.

It is self build i just searched for a amp meter and voltage meter on aliexpress. It is ust inline with your 12V!

it's weird because the owner seems able to do soldering and why not even testing a new stick of ram?

I got a z170 and bought it for 10eu.
And it has a shorted 3v0 on pch.
I thought I was done with this pch but its chasing me all the time
I feared that for these boards too, but got lucky!

you could have found out which one was the first one, as one of the boards had the locking mechanism missing off the top 16pcie socket
