i love the way this song leaves so much to the imagination. it's like in a rap song where they lead you with the 1st bar, start the 2nd bar yet never say the finishing rhyme, but because you know what it was supposed to be, because the context made it obvious, it gives you this crazy feeling of anticipation. this is just like that, the song is deceptively simple and leaves your brain to sort of fill in the cracks with the notes that fit, that would make it more complex, if that makes sense. instead of playing pleasant, elaborate melodies they only play 1/3 of the notes that might appear in that scale or progression, it's a really interesting effect that appears on some other NIN songs too.
