Thank you. I am tracking whether City Hall has a formal information request process/form.
On partial wear, vendor placement would apply to streets that have hawkers e.g Moi Avenue, Tom Mboya street. In addition, those hawkers would have been there for very many years.

@@blackorwa 100% I reckon some of this hardware even had expected EOLs (End-of-Life). The records if any could illuminate that reality. Gunked up storm drains are a truly worrying sight.
