I'm in SW Florida and my birds do fine both indoors and out. Just make sure if they are outdoors you supply shade and good air movement and they will do just fine.
You can try, but they will need some sort of grit to do anything with those sprouts. I gave my 3 day old chicks spare aquarium sand because they started to bathe on shop towels, and they are just shy of 3 weeks old. However I didnt give them any greens till they were a week old. And have yet to give them anything with the roots attached. Just salad greens, herbs, and dandelion flowers and clover greens from parks. They seem to prefer the last two, atleast for mine
I do use the blue shop towels in my wire floor brooder until they are about a week or two old. You absolutely could use the shop towels instead of shavings and might make cleaning even easier.

I have 4 day old mixed quail. Is it OK to start feeding them sunflower sprouts to supplement their high protein feed?
