Good question. In video at 17:45, check the x-axis. Its not a time delay. Its the difference in time measurement (delta time). In the case of ICARUS, the difference in time is zero whereas in OPERA, it is around 60 ns. Am sorry if I made unclear statement in the video. Hope it helps :)
