I have a suggestion for a new metric to evaluate umpires' consistency: akin to the existing stats calculated for pitchers, you can track the placement of each pitch in terms of pre-defined regions, and you can calculate the % of each region's pitches that are called as strikes vs balls. Within each region, you'd hope a given umpire is consistent. To measure this, entropy (the machine learning/ stats version) would be very appropriate. That is, if an umpire calls a given region as 50% balls and 50% strikes, that would be horrible inconsistent, which would have an entropy of 0.5. If they are perfectly consistent (e.g., 100% strikes or 100% balls) for a given region, then their entropy is 0.0.
