Building in these areas increases the likelihood of property damage and loss of personal belongings during flood events.
It's the routing of the river that's the problem. The course of most rivers is not natural and is altered to allow building around it. What that means is there is nowhere for the floodwater to spread out over. Well drained cities on floodplains exist, just look at the entire Netherlands.

Good advice. I was shown a beautiful house for sale at a good price. Noticed some metal fames on the bottom of the door and asked what they were, the seller frowned and said that's for the the flood barriers when the river overflows. You need to be cautious and aware of flood risk these days.

The taff is most solid stone bedrock. Wouldnt be easy to deepen. It's never not flowing and ponty has 3 separate waterfalls on the river. Add in 16 bridges in just 3 miles and it's just not feassible or helpful. The goal is to stop the captail, coastal, city Cardiff, to the south, from flooding. And so Over the last 5 years , when it rain too hard, ponty floods instead of cardiff... dot dot dot.
