I think you may still have a problem with the circuit breaker popping. They pop because the load is too high. Quite the rats nest in that box though. Now you have some spare capacitors. I agree with Keith. Anybody who works with stuff goes through the same thing.

I think you'll find you're in good company when you're able to step down and laugh at yourself every once-in-a-while. Actually, just about everyone belongs here but many will never allow themselves the necessary humility they need to meet the minimum criteria for good-standing membership. Question is why did the cir breaker pop ? if it went once it will probably go again ....after 20 ? yrs of sitting there it had to have a reason to quit
Did you unhook your air tank to the pump line to see if the tank check valve was leaking , if the check valve leaks it causes very hard start up , but you probably know that . Circuit breaker - lol >> You probably remember those bumper stickers they made years ago that said - shi t happens .... lol , I seen a license plate one time in a pawn shop window that said - hire a teenager while they still know it all - lol
