Stalin really was a disgraceful and extreme tyrant in most of the ways that matter, but this particular story is practically certain to be a made-up anecdote. His dictatorship was murderous, but not buffoonish and flamboyant in such a comedic way. The charges you could be arrested for would often be false and extracted under torture, but they wouldn't be frivolous to begin with.

The photo for the “penis tank” is real (or at least a recreation of a real thing). I forget the exact name because it’s in German, but it’s basically a silencer for a tank/SPG gun barrel. They made it because the town near the firing range where the silencer is used was basically tortured by the fact that every day, it sounded like they were in an active warzone.
