Pro tip from someone who had your exact same problem: don't stress about it as much as you're doing. Hair -is- difficult, but nobody else is going to call you out on it if it doesn't look entirely realistic... hell, most people won't even notice. Do yourself a favor and go look at a few famous artists (an art museum with a good variety would be ideal): you'll begin to notice that almost none of them put that much effort into the hair on their models. Even the Mona Lisa's hair is little more than an afterthought. That's not to say you shouldn't care at all, just realize that being calm and collected and having fun instead of stressing out is going to help you do much better. Let the mastery come on its own, don't try to force it.
My personal advice for myself that might apply to you is to *not* apply too much details. I find myself putting lines everywhere, and then look at it again to realize the details I added makes no sense and is generally bad. Simplicity isn't bad. In fact, it's better in certain scenarios, since adding complexity *needs* the details to be entertaining through excessive lines. With simplicity, the main goal is to please the eye with as less detail as possible, which allows you to have more control over your drawing. Try drawing more simple stuff, then through that simple stuff, start experimenting and seeing what detail is pleasing without destroying the pleasing simplicity of that drawing. This way, you understand more what's bad and what's good, and overall gives a better learning experience. Hope this helps anyways.
