Obviously because he was told how it's pronounced. If you were reading her name the first time allowed with no prior knowledge of Japanese pronunciation, you would most likely say "Ott-su-ko" instead of "Ottz-ko", cuz the "su" is silent sorta speak(The japanese themselves don't say it's silent, it's just not annuciated or something, prolly to save time)
