To be honest, I like to think that The Living Tribunal only arrives to change things when it is needed. What happens in Loki is all meant to happen and is not breaking any cosmic rules of anything. It is as things are supposed to be and go and progress. This is the reason why The Living Tribunal has not interviened. THOUGH; as we saw The Living Tribunal head(?) in the purged region. Perhaps Kang had killed The Living Tribunal out of the way for his plans to work? Perhaps The Living Tribunal would of have interviened and tried to stop what Kang was trying to do. Oh boy that would be an epic battle, The Living Tribunal vs Kang the Conqueror.
Oh, we will properly see them in Secret Wars. Or hypothetically, we get a Strange 3 before. Maybe there if such a film happens. Either way. They will show up again.
