Here's a pro tip for those that don't want to wait a year to get a few results: set recruitment focus as in the video, only don't chose any region, country or competition but separate them into age groups so f.ex 5 different recruitment focuses for ages 16-16, 17-17, 18-18 etc. Once the recruitment focuses has been set, it will take about a week until you will get a recruitment focus update in your inbox. There will be a lot of players "in progress". Shortlist all the players, then delete and start the recruitment focuses over again. You can then go to your shortlist and remove the players you feel have too low potential, and continue scouting the players with high potential. Rinse and repeat. In about a month or two you will have as many high potential wonderkids shortlisted as you'd get after maybe 2 seasons using the normal recruitment focus stuff shown in this video.

I’m in season 16 in my Gibraltar save now I’m able to actually pay money for players with the champions league money this will come in handy make other youngsters homegrown because the Gibraltar regens are mostly 💩 only thing I’ve changed is the age to between 15-18
Yeah exactly that’s what I do, catch them early so they become homegrown 👏

How about first team player? I want to know it is good enough for my team or not. I always sign someone who makes me get sacked😂.I'm still new in this game.
You can find players good enough but if ensure it I would Change the minimum star requirement to 3 stars and potential to 4. Then obviously change the age too
Am I better off putting as many scouts as possible on each scouting assignment or is it better to keep it at only 2 or 3?
You can only put one unless you make multiple of the same scouting focuses
If you have tons of scouts idel keep as many as possible in assignemnt!

With ingame editor DLC. You can still judge a players PA without the tool, by looking at their traits and CA which are both viewable rightaway after scouting.
One thing you are doing wrong like you need dedicated scouts for argentina and brazil seperately and mexico and usa together, you dont use scouts depending upon real life area rather number of player those country produce, having high youth rating country need seperate scouts!
And another thing, if you want to check potential you can insert hidden attribute potential abality and look for all u23 in player search who are socuted only
