That is because Westphalia was originally the government of all of Germany which was a sort of puppet to France, a remnant of the Napoleonic Wars. When the civil war happens, all of actual Westphalia falls to the rebels, France seizes Pomerania as a mandate during the period of the war and the kingdom fights from the south. If they win, they can either remain Westphalia or be like "fuck France" and create the German Empire.

Thing is Louisiana was always going to be lost to the Americans. Napoleon knew that which is why he sell it for something rather then lose it for nothing
In the lore of this mod the Bourbons fled there and held Quebec originally until it broke free with a socialist rebellion. Having Louisiana still exist as an independent thing is a bit hard to believe but it does make for fun gameplay and it has the option of invading France and restoring the Kingdom of France

Both Quebec and the territory of Louisiana had very few colonist living there. That's another reason why it was hard to control and maintain. Because the French monarchs didn't want to have alot of their subjects aboard and unaccounted for.

France economy would be bussin because napoleon was a very good steward and also he likely would have lived longer. His jouranal on the island hinted his exile seriously damaged his health due to depression. Napoleon also would have raised his one and only son napoleon II to be a good military general steward and diplomat taught only by the best of the best in France.

A cool narrative, but I think it's completely and utterly fanciful haha.
For a start, if Napoleon did stay in power, as I mentioned in my alternate history, Napoleons son Napoleon the second would never have been exiled to Austria (for his own protection) and thus, he would never have died of a disease he got from a mosquito bite. And Thus, his son and true heir would have taken over in the event of his death, definitely not Napoleon the 3rd. And Napoleon the second would almost certainly have been a VASTLY superior leader. I was as passionate a military leader as his dad studying from a young age and he spoke FOUR languages. He was a massively capable big brain.
