It's not Barot Saya, it is Baro't Saya. It is a contracted version of "Baro at Saya." Baro is the top and Saya is the skirt. At is an article in the Filipino language meaning "and". Edit: Baro means "blouse" in English and Saya means "skirt".
You should also include the handkerchief it's part of the custume ..and also what we call "alampay" it's like a wrap around the shoulder with a nice clump or pin in the middle . You usually put alampay when its not a puff sleeve dress ..
Traditionally there is also the Traje de Mestiza or popularly known as Maria Clara dress which is basically layered compared to the modernized Baro't Saya or Filipiñana.

Barong is our equivalent to a suit, we wear it to any formal occation; wedding, party, special event, meetings, assembly, or any formal event.
There is also an event called "buwan ng wika" that all student/teachers in Philippines wearing traditional cloth wich is barong tagalog and saya
