I can see the prison being useful as a corral for devil fruits. Especially since zoans apparently "have a mind of their own," it would be a good way to keep an eye on them and keep thwm out of circulation until they can be sure they end up in a place more favorable dor the WG's desires. Same for certain people, if they want to use them as blackmail/leverage/possibly make a deal with them.

Hey Tekking, as someone who did go to school for political science(with a minor in botany) I wanted to comment that you did a good job summarizing the concept of federalism(the separation of federal and state legal boundaries) with the example of marijuana legalization. Only thing you were mistaken on is(31:25) that there is no federal law on the status of marijuana. The Controlled Substances Act of 1970 made marijuana(among other drugs) “Schedule 1”, which is the harshest federal classification(i.e. for drugs with no known medical purpose and high addictive potential.) Ironically, you accurately describe the interaction between it and state marijuana laws about 30 seconds later in the video. Dispensaries getting raided by federal law enforcement in legal states is absolutely not unheard of due to them being cash heavy businesses(banks often avoid doing business with dispensaries due to marijuana’s legal grayness and federal illegality). He would be responsible for helping creating systems of governments that carry out those different levels of law (overseeing Judges and officials on a wide variety of subjects from maritime law, trade regulation, contracts, all the way down to the local systems of law enforcement and adjudication of local law). I see Topman as the top legal official which may from time to time be involved in military discussions and how certain actions will be taken so that they do not violate any rules of war (although since the one governement makes all those calls it seems like a pretty easy job. He wouldn't be like a the old Secretary of War the US once. He wouldn't be a Supreme Court Justice, because they interpret and explain how the law is to be enforced; whereas, he would, much like the AG in our world, have his office bring charges on political issues of great importance. I imagine Top man might have more freedom to operate as he sees fit, but while he would be involved in some of the big decision making as to how the military should carry out a mission or a take over, his role would be how the government (and its different officials) should act in accordance with rules set forth by the Constitution (or any laws for that matter that would affect the situation) of the WG (if there are such documents) and any repercussions for failing to do those things as they were ordered to be carried out.

The piece about the prison really got me thinking “really, if they dont want to reform them, why not just kill them?”. That made me realize that maybe they created this prison as a way to take away the smile of the D clan members who always smiled at the face of death. Thoughts. 1. I wonder if the World Government used to be more open to pirates reforming themselves, and possibly serving them, but then changed how they dealt with it over the past few centuries. 2. I don't recall hearing anything about why Arlong being released from Impel Down was a condition of Jinbei joining the Warlord group. It might not seem to benefit them. But after seeing it mentioned here, I got to thinking. If Arlong already hated all humans by the time of his release, then I doubt whoever made the deal wouldn't know about that and suspect him of causing trouble for humans. What if one or more of the higher ups in the World Government planned for that when deciding whether or not Jinbei works them? Jinbei wanted to get on the good side of the World Government and promote peace between the denizens of the land and the sea. If Arlong and his followers were to make innocent humans suffer because of anti human prejudice, I could see that negatively affecting the reputation of his race. Possibly causing more humans to think ill of Fishmen and merfolk. Making it harder to rally support for the effort to start treating them better. As opposed to the current system, which makes it all too easy to capture and enslave them. A system that many in power benefit from.

Today there is too much pirates to handle to the goverment just puts them in eternal torture or execution in order to deal more quick with it. 2-When you become a warlord, every subordinate of you also became a privater. So Arlong was released for being a subordinate of Jinbe, also Jinbe was the one that wanted him free as a condition. Basically it was like this: 1-the goverment wanted Jinbe as a warlord in order to have a powerful guy by their side, but also to promote peace between humans and fishmen after that the "problems" that Fisher Tiger was causing, basically Jinbe as a warlord would fix everything in the minds of the goverment oficials. 2 - Jinbe accepted because that would give his pirate crew freedom to return to their lives since most of them did not want to continue to be pirates, and he would use that to built a better relation between both people, but he also wanted arlong free. 3 - so the world goverment accepted that and released Arlong.

The problem here is that the world of one piece is a world that creates pirates. You have this huge world very difficult to travel without help of the goverment (and thus you need to pay them, or submit to their authority), a world full of wars and hunger (this is what created Kaidou and Newgate for example), and the goverment themselves buy things from pirates like weapons from Kaidou thus they colaborate with pirates. So dont matter how much they try, piracy will not end by tortute or executions.

So on the federal/state thing, marijuana is illegal at the federal level and if they want to they can enforce it anywhere they please regardless of state law or mandate. Federal supersedes state but only insofar as the federal government is willing to enforce it
One thing I've never understood for the whole WG countries not allowing the harboring of pirates is the case with Kano Country. I'm pretty sure it's global knowledge that Sai is part of Luffy's fleet, but they still allowed him to go with Kano to attend reverie
You've got the right idea of government oversight in OP (at least, I think) with the weed legalization comparison, but you've got it backwards for how it is here. Cannabis IS federally illegal in the US right now. But states can dictate what happens in their own borders, so within your own state you can do what is legal there. The federal government steps in when there is federal law being broken. This mostly applies to the commerce clause--that regulates interstate travel and exchange of goods--and the USPS. I can work my dispensary job legally, and my customers can purchase and consume without fear of legal ramifications (assuming they're following consumption laws) whether they live here or not as long as they do it here. But if they try to take cannabis products from my state to another state (whether it's legal there in any capacity or not) the federal government can then step in and enforce the fact that it's federally illegal because you have invoked the commerce clause (by taking something purchased in one state to another and that product was federally illegal). They can also do this on federal property, such as airports. So it's illegal to have cannabis in an airport even if it's legal in the state where the airport is and even if you're not travelling out of the state. It's also illegal to send cannabis in the mail because the USPS is a federally funded and managed organization. Sorry that was so long. I talk about this all day at work, so it just happened.
If you think of impale down as a storage area for future slaves it makes much more sense why the world government would have made such an elaborate jail. In the foreground they create an intimidation factor while on the background it's a easy way to gather and store almost an endless supply of slaves.
But also, in level 6 of impel down, they could also keep the devil fruit which was eaten by the prisoner inside the cells as well, the gorosei know plenty enough about the elusivity of Devil Fruits especially the Nika. Level 6 could've had that purpose as well, to make sure the devil fruit never falls into another person's hands for atleast a long time

Yo go into more detail on the weed issue, Admendment 10 or 12 states that any power the federal government does not have automatically becomes a state issue. The piece about the prison really got me thinking “really, if they dont want to reform them, why not just kill them?”. That made me realize that maybe they created this prison as a way to take away the smile of the D clan members who always smiled at the face of death. Thoughts.
1. I wonder if the World Government used to be more open to pirates reforming themselves, and possibly serving them, but then changed how they dealt with it over the past few centuries.
2. I don't recall hearing anything about why Arlong being released from Impel Down was a condition of Jinbei joining the Warlord group. It might not seem to benefit them. But after seeing it mentioned here, I got to thinking. If Arlong already hated all humans by the time of his release, then I doubt whoever made the deal wouldn't know about that and suspect him of causing trouble for humans. What if one or more of the higher ups in the World Government planned for that when deciding whether or not Jinbei works them? Jinbei wanted to get on the good side of the World Government and promote peace between the denizens of the land and the sea. If Arlong and his followers were to make innocent humans suffer because of anti human prejudice, I could see that negatively affecting the reputation of his race. Possibly causing more humans to think ill of Fishmen and merfolk. Making it harder to rally support for the effort to start treating them better. As opposed to the current system, which makes it all too easy to capture and enslave them. A system that many in power benefit from.
1 - very likely. Today there is too much pirates to handle to the goverment just puts them in eternal torture or execution in order to deal more quick with it.
2-When you become a warlord, every subordinate of you also became a privater. So Arlong was released for being a subordinate of Jinbe, also Jinbe was the one that wanted him free as a condition. Basically it was like this: 1-the goverment wanted Jinbe as a warlord in order to have a powerful guy by their side, but also to promote peace between humans and fishmen after that the "problems" that Fisher Tiger was causing, basically Jinbe as a warlord would fix everything in the minds of the goverment oficials. 2 - Jinbe accepted because that would give his pirate crew freedom to return to their lives since most of them did not want to continue to be pirates, and he would use that to built a better relation between both people, but he also wanted arlong free. 3 - so the world goverment accepted that and released Arlong.

As you answered yourself, the idea of the Prison, particularity here is, the suffering. The idea of a quick death over this is universal. Also, having it exist and be so well known is useful to detour further piracy and other criminal activity, Although that seems to never work here.

is not that it dont work. Is more because since everyone in the world there lives in islands, piracy would just be the most common form of crime. Also since the goverment dont have much power in the New World, this means that if a pirate can get there, they can basically continue to be free (or submit to a Yonkou), this is a great incentive to risky being a pirate.

@@monkeydturock5632 i agree, but when they executed Roger, it started the golden age of pirates, and when Newgate was kill3d, it started the new age of pirates, and even when Luffy was being almost executed by Buggy, he inspired Bartolomeo.
The problem here is that the world of one piece is a world that creates pirates. You have this huge world very difficult to travel without help of the goverment (and thus you need to pay them, or submit to their authority), a world full of wars and hunger (this is what created Kaidou and Newgate for example), and the goverment themselves buy things from pirates like weapons from Kaidou thus they colaborate with pirates. So dont matter how much they try, piracy will not end by tortute or executions.

You've got the right idea of government oversight in OP (at least, I think) with the weed legalization comparison, but you've got it backwards for how it is here.
Cannabis IS federally illegal in the US right now. But states can dictate what happens in their own borders, so within your own state you can do what is legal there. The federal government steps in when there is federal law being broken. This mostly applies to the commerce clause--that regulates interstate travel and exchange of goods--and the USPS.
I can work my dispensary job legally, and my customers can purchase and consume without fear of legal ramifications (assuming they're following consumption laws) whether they live here or not as long as they do it here. But if they try to take cannabis products from my state to another state (whether it's legal there in any capacity or not) the federal government can then step in and enforce the fact that it's federally illegal because you have invoked the commerce clause (by taking something purchased in one state to another and that product was federally illegal).
They can also do this on federal property, such as airports. So it's illegal to have cannabis in an airport even if it's legal in the state where the airport is and even if you're not travelling out of the state. It's also illegal to send cannabis in the mail because the USPS is a federally funded and managed organization.

Yo go into more detail on the weed issue, Admendment 10 or 12 states that any power the federal government does not have automatically becomes a state issue. As there isn't anything in the Constitution about controlled substances, each individual state gets to decide weed laws. This is also why there had to be an admendment for Prohibition.
