  • Governing: While some people think that a governor on an engine is to prevent overspeeding, (that was me, guilty as charged) the real purpose in the small engine field is to maintain a desired speed regardless of load. With a fixed throttle position, the engine could speed up if the load was lightened; if the load is increased the engine would slow down or even stop. (this is a quote from a Briggs and Stratton repair manual)
    This video DOES NOT demonstrate the procedure to set the correct FIXED THROTTLE POSITION of the carburetor. It DOES demonstrate how to position the governor arm to a carburetor that is already in the correct FIXED THROTTLE POSITION.
    This particular engine will be mounted on a rototiller and will be placed under load on a regular basis. A governor is necessary and should not be removed.

    Hi just watched your video and it was very great my engine is having a problem with it where when I move the throttle it’s not moving the throttle on the carburetor and the spring just slides I’m wondering if this is a governor issue or what is wrong any chance you could help me out?

    Very nice instruction video. Now I understand how to properly adjust a B&S engine governor. However, one mistake in the narrative needs to be clarified. At 2:24 he mentions that "the Briggs & Stratton repair manual says to tighten the nut to 35 foot-pounds of torque". The correct units should be INCH-POUNDS, NOT foot-pounds. 35 foot-pounds would snap that small bolt right off. Now, not that anyone is probably using a torque wrench to tighten that nut......BUT, if anyone were to do so, the correct reference would be "inch-pounds", NOT "foot-pounds". JUST-sayin'.

    There is a handy tool called a "Treysit Sirometer". In essence, it acts like a tachometer. I can't explain in this short message how to use it, but you can get it off the internet in a lot of places.

    Excellent explanation combined with a clear close-up video! Had just attempted the exact same governor adjustment and couldn't figure out what the screw was for, but now now it's part of the governor crank, not a clamp down on on the crank. Big difference. I just finished a 5hp yesterday myself. My rototiller popped last year, and nothing was reusable. The engine was a 1979, and i rebuilt a 1992' block which was in awesome awesome shape. But i rebuilt it anyway. Not one single scratch on the cylinder, or the crank and rod. Its amazing how that aluminum cylinder can ware out those rings like they were and not even have a ridge. So anyway i put all the parts off that 79 onto the 92 block and it runs amazing. Love those engines

    The linkage under the tank is the throttle control. I bought this engine used and it may have been used on a go cart. I had to modify it a bit to use it on my garden tiller. The throttle linkage is dependent upon the machine that the engine was used in (chippers, mowers, go carts etc..) There is no way for me to know the proper linkage that was used on your engine.

    There is no clutch cable for the engine, a tiller would have a control lever to engage the tines but that is not a part of the engine.
    As far as the throttle cable goes, there are many many machines out there with different throttle controls. So it would be impossible for me to tell you how yours should be hooked up - it depends on what kind of machine the engine is mounted on. Start googling engine pictures to get ideas.

    How does anyone know how fast these engines are going?
    As far a Briggs & Stratton I have a Pneumatic governed 3 HP (1979) a Mechanical Governed 4 HP (1979) and a 5 HP Mechanical Governed (1992), and a 6 HP push mower.
    I also have a Tecumseh 5 HP.
    None of them have a tachometer.

    I have a tiller with a Briggs stratton model 1263120580b8 engine. On it the governor spring pushes and keeps the throttle in the wide open position and I'm assuming that once the engine starts the governor is supposed to adjust the throttle down, but that's not happening. On the engine in your video, the governor moves in the clockwise position when you move the throttle to the wide open position, but on my engine the governor moves in the counter clockwise position when the throttle moves to wide open. So I'm not sure how to turn the governor shaft, shouldn't I turn it counter clockwise till it stops. Is this normal for the governor to move counter clockwise?

    I have the same engine 135202 5hp looks the same but black gas tank. My throttle won't open up past idle, it's new to me so I don't know what's wrong, I tore it down to see if something was bent but I can't see what im missing. Any ideas?

    great video man. I am taking my engine and putting it in a bike so no real need for the governor since the load will be quite light. Mine is vert shaft and is converted to horizontal via oil system mods and carb adjustment. 6.75 hp 180cc on a steel frame bike. wooooooooo I am dying to see how that turns out lol.

    mine does not have a tab near the spark plug,but i am trying to find out were to put the throttle cable,ther is a lever underneath the tank like yours has in the video so were does the clutch cable go as on my fathers machine which is a merry tiller, he has a lever under the handle and a throttle on the otherside

      @@RealManSkills I was referring to the throttle position on the dash versus the throttle linkage by the carb. You mention pushing the throttle linkage by the carb to full throttle so that is a different area i.e. not the throttle position on the dash that pushes the wire inside the metal case. I am not sure if the position of the throttle position on the dash makes a difference or not. At this point I am only asking for the future as I found that my governor arm is broken. The governor part going from outside to inside the case is broken so the inside paddle is laying on the bottom of the case. I may not fix it as it is probably not possible to get a new governor part. Thank you for the help.

    I watched ur video and away we go.
    I have cleaned the carb,head, new tank gasket, and fuel diaphram. and it's still a no start. (choked.../ then runs for 15-30sec..dies)
    will adjust governor next.
    But great videos...thanx!!!

    Thanks for your post. I am a computer geek trying to teach myself this small engine stuff. I have followed your directions but I can't get the governor arm to react to the throttle. It will not spring back to closed in off position or vice versa. What should I look for? (The spring is attached).

      if you mean make the govenor not do anything you have to take the crankcase off and take the arm off and the spinner and put a screw (i think quarter inch) in the hole where the arm was with the linkage still there or the spring will fall off

      This is meant to limit the throttle to prevent over-revving. I'm not sure what you mean by "opening the throttle." Does it completely stop the throttle from moving?

      @RealManSkills Yes, it completely stops the throttle. When the engine is not running, all the linkage for the throttle and governor works. I can move everything with the lever. Once the engine starts, that all stops moving, and I can't throttle up or down unless unless I do it manually on the carburetor.

      @RealManSkills I ended up disconnecting the governor and putting my throttle cable straight to the carb cause even adjusting it while it was running it would not allow me to get a higher RPM. It was only decreasing the RPM

    I have the same engine and after fixing a stuck valve it would not get to top speed. I think I may have pulled the governor arm out of position or the spring may have been stretched. I'll start with adjusting the arm. Nice video, thank you.

    Can you tell me what the linkage is at the bottom of the fuel tank? It has a plastic cam that looks like it slides . the one on my engine is frozen , rusted.

      Some applications have a throttle cable attached below the fuel tank. Some machines may use that sliding mechanism and some don't. Depends on what machine the engine is on. My other video may help - th-cam.com/video/6q8WEp5qV0o/w-d-xo.html

    A grounding wire to the magneto is used to kill the engine and is usually attached to some switch or control for that purpose. Some older engines just have a metal tab that is pressed onto the spark plug to kill the engine. The tab is usually attached to the head near the spark plug. When you want to kill the engine, just push the tab against the spark plug until the engine dies.

    I've never worked on a 5HP B&S engine before. Bought a used rototiller that wouldn't start. Cleaned up the carburetor and got it started but it's loud and appears to be vibrating a lot. Oil is full and looks clean. Not sure if it's normal.
    Adjusted the governor according to your video but didn't make a difference. Anything else to look at? Thanks for the videos!

      The vibrating could be a problem. A bent crankshaft will cause vibration. Replacing the crankshaft is expensive. You can run that one the way it is but eventually the vibration is going to cause other problems. But it may last for many more years that way! No way to tell for sure. It might be a good idea to keep an eye out for a replacement engine.

      sblg43 Thanks for the prompt reply. I heard it can be dangerous running like this so I will probably get a few tiller. Looks like the previous owner messed with the governor because he didn't even put back the link correctly. ... Worked on it again today but for some reason it wouldn't start now, whether it's at low or high. Thank you regardless for the help.

      +Chad's DIY I know it's been a year but....
      Did you ever check to see if the flywheel key was in good shape? If you hit a rock or something with a 5HP tiller and it shears that key, your timing may be way off and the motor will not run. This is a $1 part, which is designed to fail on purpose, in order to protect more expensive parts of the motor.
      Did you check the carb diaphragm? That is the biggest killer of the 5HP engine. It's a little rubber sheet the size of a potato chip. Takes only ~5 screws to get it out. If your carb diaphragm is anything but soft and rubbery (stiff like a potato chip is absolutely no good) that engine will not stay running. It serves as a fuel pump to keep the motor going. The test for a bad diaphragm is a few drips of gas down the carb. If it starts readily with a few drops of gas, but then dies in 5 seconds, that's the classic symptom. You're just not gettting gas. These diaphragms need changing every 3-5 years and you can fix this for ~$3.

    Great Video.I've been messing with a similar motor 135202 and is missing the part where the throttle cable ties into the screw on your motor under the tank. I have the black square and the guy i bought the motor from had a screw into it with the with a cable and spring attached to it. Have you ever had to purchase that and if you had a part number. I cant find anything online but you. Glad to made this video. Thanks. joe

      You have to hold the throttle open while tightening otherwise the arm will move back and you'll have that problem

    what happens if you disconnect the governor arm COMPLETELY and run the engine? is that consider bypass?

    my governor doesn't move at all when i engage the throttle. why would that be?

      Your governor may be sticking. That could be on the outside or the inside. I hope you can find the problem.

      If it's adjusted to factory specifications, it should have the power that the company has it rated at. In this case, 5HP.

      +Donald Green Without knowing more details, I would guess that when you try to accelerate, the carb is getting too much gas and choking itself out. Carb adjustment needed. Hope that helps. Thanks for watching,

    thanks for the video they are very good. I must point out for a briggs quantum vertical shaft. The Governor shaft must be turned anti clockwise. orherwise the engine will over rev.

      +Tyler Read Check out "Briggs and Stratton 270962" - it's a "Service and Repair Instructions" book. There are different printings of this book out there, try to find the newest one for the most recent information. For example, I have one that was printed in 1983, and another that was printed in 1992. I also have two others that are older but have no date. So again, find the newest one that you can.

      Tyler Read Sorry but this video is not about the idle speed. You don't want to use the governor to adjust idle speed. That is done elsewhere on the carburetor and is not easily explained. Sorry that I don't have a video to show you how that is done. Maybe there is another video out there on youtube to show that procedure.

      +Kyle Orme I am not going to tell you what to do, but I have heard of some racing engines that had the governors removed. It makes blowing the engine more possible but hey, it's your engine! Thanks for watching.

    There is normally a model, type and code for the engine STAMPED into the engine shroud. However, some older engines did have a metal plate with that info. The Briggs and Stratton engine that I rebuilt from 1955 has a plate. Of course, sometimes those plates do get lost over the years.

    very informative! mine runs great until the little "fuel bowl" in the tank runs dry. just replaced the entire carburetor assembly (with new pickup tube), still does the same thing. im tearing my hair out!!

      Me too,I'm watching this to see if maybe the governor needs adjusted. Mine is on a tiller and was surging when I bought it,so I bought a brand new carburetor and it still surges. I'm not sure what else it could be?
