The "Price cap" is a mechanism announced unilaterally by certain powers using their own Laws to enforce them - no other countries are required to accept the commandments of the EU or the US as to what they can do, since their policy decisions do not carry any binding power.
Other countries can do as they please, but that does not mean they are immune from punishment for doing so. For example, sanctions can be imposed on countries that aid Russia. Those countries could have their trade with the west cut off, they could be cut off from global financial networks, investment in those countries could be banned, the list of potential punishments is truly endless. I think most people would be surprised just how bad of an idea it is to oppose the US and Europe, they have endless ways to punish rogue states.
And that's where sanctions come in. Countries DO have the legal authority to regulate who gets to trade inside their borders. That's where enforcement comes into play, and has been severely lacking.
There is no investigation needed on that. The money is approved by the US Congress each time and the amount is well publicized each time they approve more funds.

Win win for all but the EU.

Nordstream died down a couple weeks when the gas leaked out. These tankers, in case of an accident, they will create a massive ecosystem disaster. Control of these chips is a MUST for EU navies and coast guards. Tracking them is tough but and oil tankers is huge, slow and there is always 1 thing: one of the tankers has to be stationary and while the 2nd is not "there", track both due they are a few kilometers apart and impound BOTH. The captain always use forged paperwork but 100,000 tons of oil x 60 dollars per barrel means: 6million dollars plus the ageing ship which is worth more than the oil.
Some Western leaders along with supporters and media corporations have succeeded in getting BRICS and others to adopt onshoring, nearshoring and friend-shoring principles. This creates increased competition for Western businesses and it promotes resilience in other parts of the World. It was entirely predictable and as has been mentioned, if sanctions were genuine then the costs to the West, especially Europe, would be huge. The other issue not covered is the shipping insurance area where the big western companies are not getting the income they had previously received. Russia is using its small fleet to get out of Black Sea to the larger Greek tankers. Oil prices are set at EU values but the shipping cost is inflated to the client such that Russia gets its$75 a barrel it wants and the shipping company gets paid at world parity of $85:00 a barrel on delivery. Win win for all but the EU.
and the EU paid the gas 6x the price before the war, leading to the deindustrialization of the EU. Meantime Elensky friends just bought two yachts for 75m USD.

Nordstream died down a couple weeks when the gas leaked out. These tankers, in case of an accident, they will create a massive ecosystem disaster.
Control of these chips is a MUST for EU navies and coast guards. Tracking them is tough but and oil tankers is huge, slow and there is always 1 thing: one of the tankers has to be stationary and while the 2nd is not "there", track both due they are a few kilometers apart and impound BOTH. The captain always use forged paperwork but 100,000 tons of oil x 60 dollars per barrel means: 6million dollars plus the ageing ship which is worth more than the oil.
Some Western leaders along with supporters and media corporations have succeeded in getting BRICS and others to adopt onshoring, nearshoring and friend-shoring principles. This creates increased competition for Western businesses and it promotes resilience in other parts of the World. It was entirely predictable and as has been mentioned, if sanctions were genuine then the costs to the West, especially Europe, would be huge. They have become masters of looking like they're taking meaningful action while avoiding some of the short term inflationary downside.
