I started to look for the job two months before my service was over and I found about 5 to 8 vacancies (in Tartu area) that I could take on with my set of skills and experience. I managed to go to a job interview twice during our military exercise in southern part of the country. By the time I finished my compulsory army service, I had two offers to choose from and I made a decision and started my work two weeks later. My point is: it's not that hard to find a job in IT area, you just have to constantly keep looking for new openings, maybe participate in some internships meanwhile to improve your skills until you get a real job. But of course it's easier to whine all-over the place how hard the life is and wait for the job to come knocking on your door. And this 200€ story sounds like utter bullshit to me, no IT company which has proper reputation would humiliate it's employees with such miserable pay. You must have been working with some "business dude" who hires people, let's them do the job and then disappears without paying them. Or maybe it was phone marketing? Anyways, quit bitching and make a first step by growing your professional value as a specialist: do some online tutorials on programming, start building your own application maybe, keep your eyes peeled for job offerings and BE ACTIVE!!!
