For anyone having issues with the guy spawning by the tents, check at the end of the questline. You might be lucky and see a bag of tokens at the top of the mountain. If you do, grab it, quest will be complete. I think this happens if someone else starts the questline and you somehow interact with it. Happy gaming.

Thanks for this advice. Ran to the top of the mountain and yep, yellow bag of materials. Looted and contract complete.

Yes, the NPCs in this game have a long respawn time, even in dungeons. It should be faster.
