As soon as that supervisor said she didn't need to speak with anyone, I would have been in a lawyer office to see how soon we could get a judge to "talk to her"!
My personal opinion is that landlord is responsible as long as tenant hasn't caused the issue from their own doings. Now if the tenant could've done things to prevent a pipe busting but chose not to then I'd say it's the tenants responsibility to pay said bills/repairs
If there is a leak between the water meter and the house, then it's the responsibility of the owner of the house. If it's a rent house, the owner is still responsible unless the tenant caused the leak or fails to notify the home owner.
Great answer. A local news person is meeting me there today to discuss the impossibility of that much water being used. Trying to get the bill reduced. The landlord is responsible for his part but the tenants didn’t let us know until 3 days later about the leak. But impossible to lose 405,000 gallons
If a tenant doesn't tell the landlord of a known water leak it's on them. But yes that's still sounds like an impossibly excessive amount for that period and sounds like a meter reading problem. That's why I always read my meters on a regular basis to see any discrepancies.

I started with a framer to begin with. Then a renovation company next. I think it was a great experience
All I know is if you put up a well you’ll have water for a life time 😂
