In lore, Agent 8 actually treats Octavio with a sort of respect. While they don't forgive him for the brainwashing, they understand that he tried to do the best for his people and tried to save the domes the Octarians we're living in. It just so happens that he screwed over the Inklings in the process, leading to a failed defensive war waged against a single Inkling decimating hundreds of trained Octarian soldiers (not Octolings, those are another story) I'm pretty sure that some of the Octarians that Agent 4 killed, for all we know, were Agent 8's friends, so her disdain towards agent 4 is understandable. Sorry, I kinda went on a tangent.

It’s not confirmed how this works or if anything must be done to trigger the tentacle to become an octoling, such as cutting it off in a specific way or cutting off a specific kind of tentacle, but it is how it works
