I'm surprised that no real king has yet conquered the islands again, still being a place full with pirates and slavers. You could do so much more with a working system and a relativly big army.
I'm surprised no Targaryen king made a point of trying to truly conquer the Stepstones and make them part of the Seven Kingdoms (maybe make them an eighth?) Having real control and power there would make shitloads of money in trade; only issues I can see are pissing off the Free Cities (at the height of Targaryen power, not really a threat) or pissing off Dorne if they'd want to claim them as theirs.

Charley Panda actually if the ice forms on the sea instead of land the sea level will rise because water expands when freezing. And that means ice takes more space than water.

It's just the fantasy equivalent of the flooding of Doggerland, caused by the melting of the ice caps after the last ice age, which turned Britain into an island around 8500 years ago. Most features of Westeros are versions of British history and geography "turned up to eleven".
It is legit confusing why no one ever built a castle or created a lordship on the Stepstones given how critical it was for trade. Anyone who set up there could have made a great sum focused on trade, similar to House Frey.
Many tried, but nearby powers would not allow it, as it usually meant extra taxes on sea trade in the region. So anytime someone tried to claim the Stepstones, it only lasted a short time because war came and destroyed whatever realm was there.
Personally I think it is a double edged sword. On one hand nobody wants to pay taxes. But pirates might be more expensive to deal with. Bloodstone and Tyrosh are the only islands that can generate wealth on their own. And somebody has to fund the bill to keep piracy down. Eventually I suspect that Dorne and whoever inherit the Disputed Peninsula will split the island group between them. Allowing both sides to protect their their trade routes.
The Pirate King "Lord of the Waters" is almost certainly Aurane Waters who stole King Tommen's fleet and disappeared after Cersei got arrested.
