You can't die on the last 5% of any official levels there, XI-X being an exception because it was made in the level editor which is why it's so different
in actuality, the devs probably made it that way. here's my theory on it: they made the health bar not just because it was the last bit of the song and they didn't want you to lose there, they actually portrayed the feelings of the players, regaining full momentum to reach that finish line. but hey thats just a theory, A GAME THEORY
I actually found this out incidentally, I was playing the level & was doing terribly; accidentally skipped the cutscene so I was trying to lose to rewatch it, but it didn't work
The baseball game in the beginning of that part is in present and I was, like, 3 misses away from losing. I missed more than 3 times in the baseball part
I have beaten the level several times, yet I recorded this [I even recorded not dying on this part twice]. You cannot die on this part. Maybe you encountered a bug or something like that.
They pull this same trick in ADOFAI as well. You can't die on the last 5% of B-X if it's your first time through.

that part is a memory... which is in the past, so it doesn't matter if you hit or not.
