from what I see the whole going democracy for ottomans thing is generalized a lot in hoi4. Menderes might look like a traditionalist but honestly he's not. He's more of a pro-american than pro-ottoman. Also the fundamentalist part is also kind of strange because most of the fundamentalists in those ages (same problem is still active today in turkey) are just regular anatolian who's following the regional cult's religion. (you can say that the cults are minor sects in islam. They follow their leader religiously) Since ottomans also had their own modernizations against these cults I don't think any majority group of fundamentalists would want to have ottomans either.
If we put aside the menderes thing in a corner, the more accurate way to re-establish the ottomans is just cults putting their own puppet padişah in the throne and making it more like a caliphate that has extremely radical ideology.

Neutral Turkey was pretty much pushed by the Soviets towards the Anti-Soviet Block.
