CDPR did something similar, though less consequential, in The Witcher 3 in the Hearts of Stone DLCC. There's a quest in the DLC's main storyline where you need to entertain a ghost before he leaves you alone, but when you want to fast travel or go too far away, a small cutscene triggers between Geralt and this ghost, reminding you to go back to the designated area. So honestly, I'm not surprised they did it again in another game.
There are some opportunities to "shortcut" the main mission of the DLC, while Dogtown itself I think keeps being accessible with it's side quests and gigs n stuff (might depend on WHEN you choose to "skip" the main quest of PL)

It's always jarring to me, hearing Male V. I mean, it's probably not the Voice Actor's fault, IDK but I truly prefer Female V.
Female V is such an amazing voice actor.
I always go "there's a male voice actor for this thing?"
But often it doesn't sound bad at all, just that fem V is so great
