Yes technically you can. Lots of people move out of the province after PR. Make sure don’t move out when u just got PNP and still waiting for PR. Otherwise should b ok

I directly came to Manitoba through lmia on work permit and got pnp and applied PR, once I get PR shall I stay here for a while or I can move, since I will be around 2 years till i get PR
if a person status changed from work to visitor status is he eligible for EI?
Yes
As long as they fulfil the 1 year cec requirement and language test requirements. But being eligible for EI doesn’t mean you will guaranteed drawn from the pool as score for invitation these days are high. But I hope you have enough score and can get drawn. Good luck.
