You have your comicbook accurate Batman in the DCEU and you have your philosophical masterpiece with the Dark Knight trilogy. +Joe Fakenamington If Bruce's intention was to eliminate any evidence that Rachel was involved, then I highly doubt that he would have kept copies of those files he burned.
George Hamilton Rachel wasn't involved, he had creepy footage of her, but nothing that would bring her down any more than people knowing batman/ Bruce Wayne is friends with her. Most likely he burnt all that stuff so no one else can use it if he was to be arrested. The room would've been searched by the police and possibly cops working for marroni.

First of all, Bruce wanted to get rid of any evidence that could incriminate either of them, because Lucius and Rachel were both aware that Bruce was Batman and both were accomplices in some way or another. Second of all, Bruce destroyed all the evidence to achieve this end effectively. Why would he burn these copies but keep other ones?

@Leandro Aude Well I dont get paid. And yes in this context it is propaganda because Bruce Wayne is a fictional character. Donald Trump on the other hand is very real and he admitted to going to the bunker when protesters outside the white house approached. He builded a wall so he can secure himself.
