  • The draft of The Greater Bengaluru Governance Bill, 2024, submitted to the Karnataka government by the Brand Bengaluru Committee, formerly known as the BBMP Restructuring Committee, provides for a three-tier governance of the city, and for the first time, brings all parastatals on one platform. The Bill is expected to be tabled in the upcoming session of the legislature.
    It is a modular Bill that provides for multiple corporations, from one to 10, and makes provision for up to 400 wards. The draft Bill doesn’t specify the number of corporations, even as the BBMP Restructuring Committee report submitted in 2015 recommended for five corporations.
    The Bill also proposes to create a new body called the Greater Bengaluru Authority (GBA) at the city level as the apex layer of a three-tier governance structure, chaired by the Chief Minister. Multiple municipal corporations and ward committees will form the second and third tier in this model.
    Co-chaired by the Bengaluru Development Minister, will have a footprint of around 1,400 sqkm, mostly congruous with the Bengaluru Metropolitan Area.

    Why not study how cities like tokyo, zurich, nyc, London, Vancouver, Melbourne, Copenhagen, Seoul work? In China 50% of the budget is spent at local level while in India this figure is 3%.

      @@tssri8071 Yes there will be corruption. But the status quo will not result in 1000 great cities. With a transfer of fiscal power there will have to be mechanisms of accountability. These need to be thought about now. The current set up doesn't allow people to hold local beauracrats or officials accountable for failure to deliver. Please check out ep. 47 of everything is everything. It is on decentralisation in India. Brilliant talk.

      Government Staffing levels: India has 16, just 16, public employees per 1000 person. China has 57 per 1000, USA 77 per 1000, Norway 159 per 1000, Bihar 3 per 1000.

      The percentage of tax collected by these countries is also more than what is collected in India. Hence, more govt employees there.

      @@karthikeyahs5554 There are many variables to consider. But tax revenue as a percentage of GDP in India is comparable to China, Vietnam, Singapore. The GOI needs to figure out where spending will offer the best returns. For example, more money is spent on primary and secondary education today than 20 years ago. But the education outcomes are no better. Or consider the judiciary. Possibly one of the biggest bottlenecks in the country.

      Logically speaking, If any opposition is fine with the ruling govt party's decisions or in support of work publically, the opposition will stay in opposition and the ruling party will continue to win the elections.
      Even though the idea is good, opposition will criticise the work being done - That's Politics.

    You need to give power back to people, big cities corporation must have a mayor elected by people of the city with discretionary power to allocate and spend funds, so that accountability can be created.
    -the current design of a politician who got elected far from Bengaluru controlling the BBMP mayor doesn't amount to anything

      I agree. They should start by allocating a massive chunk of GST to cities. India requires cities that have the fiscal powers to govern and can be held to account by the locals. The question is how to get the states to decentralize.

    The revenue generating corridors were funded & invested by rest of Karnataka & Bengaluru people so why shud other corporations depend on state & central govt grants? They have right to get dividends from investments done by rest of Bengaluru & Karnataka people. If elected reps of small ward committees & corporation cant govern thn how can MLAs, MPs, Ministers, CMs, PM etc can do ? In fact MLAs are sitting idle, getting free salaries & they shud be entrusted municipal responsibilities. Close both BBMP & no GBA. Stop dividing Bengaluru.

    Hi can u make a video of south bound trains which takes hosur , dharmapuri , Salem route not stopping in Bayappanahalli station which has a direct connection with metro. Still choses to stop in east and under construction cantonment stations.
    This is a huge problem for train passengers to reach places like Whitefield , KR Puram.
    FYR - these trains still stop just before bayappanahalli station for 15 mins for crossing.🥺. We were really tired of giving online petitions

    BBMP keeps laying road on top of the old road, this makes the road level higher. This is the major problem of Flooding inside the house. The old road should be removed before laying a road.

    Interesting plan of governance, hope its gets passed and brings about a good change.
    Shocked to really understand how slowly governments function to bring about a change, with so many parties involved and fighting over minor details for some personal agenda that public is completely unaware about. I will we one day we learn how to hold our public systems accountable.

    Finally what is important is the Corporation elections! Repeatedly and underutilised pretext, State Govts have been delaying the municipal elections to continue to have absolute control over the 10,000 cr BBMP Budget! With this proposal, many of us feel that Govt will again delay the elections and hence Bengaluru will continue to wallow in its state of disrepair and mismanagement 😢

    why do you need Political de-centralization for splitting Bangalore. More mayors, more ministers etc etc to loot more? If one mayor is from CONG and some are from BJP how will they co-ordinate? projects will halt.

    I am happy with the bill. Yes there are some areas that are problematic even to me but it a step in right direction.
    Those problem areas can be fixed step by step. Hope the opposition does right and not cancel it just bcuz they wanna do politics.

    Actually need of hour to create multiple corporation. As few wards don't have much development opportunities. Road quality is to be worried. I don't know why no one speaks about illegal speed breaker. More than 90 percentage of speed breaker are illegal.
