okay last year i awnser missunderstand my theory is that burnout seem like a more breaker rule/street race. the criterion might think is too much for japan people so they called it heaven drive so it look like a normal/chill. now im not sure if criterion wanted saying not extreme/hard race for the game name or then wanted a surpise unexpected thrill drive looking game. [this is still small bad theory]

I like it, its like youre driving with the certain of going to heaven, which is actually how the game is, pure danger.
My guess is that it's called Heaven's Drive because Criterion was partly inspired by Konami's Thrill Drive in the arcade.
