Gotta love this art style being so incredibly reminiscent of the comics. Like, the way the Gauls are charging in a big group feels just so comic-accurate for some reason. Nah, the idea was that they were using slaves to build the Apartments. Since the Gauls didn't wanted to have a building full of romans in their forest they gave the magic potion to the slaves so that they get free. The slaves decide to help the romans after having a business discussion, forcing the romans to pay them as much as the average roman legionary and giving them free apartments.
