What matters is simply having a contingency plan in case things go wrong, then when things go well it's doubly better. Using RNG doesn't mean relying on it, but handling it properly.
I actually use Flametail whenever I need a Pioneer Vanguard. Good DP generation(imo) mixed with good damage on her S3 and she does well holding a lane long enough for me to get everyone else out.

If failing is not a dealbreaker, then it allows to roll more and every success is net gain. The RNG mostly becomes a problem when you gamble everything on it. Flametail's strength is that even though the dodge is RNG, she is still a decent worker when off and the S3 itself is a big buff burst. (the +1 block is always a thing and a very important tactical advantage) The mistake then is at the very beginning, if you plan to use her to handle extremely dangerous combat that would be a major loss if she fails dodging. Anything other than that, her RNG will be an advantage. Learn to handle RNG not by the gamble chance, but through the base state. edit: And really, it's the same for any kind of RL gambling, only do what the failure of can be afforded.
