I bought a used wheel like yours off eBay and had it installed a few years back for my 71 Cutlass convertible, but the horn stopped working. I think I will try taking off the cap and checking to see if that tab is making contact. I didn’t know it was that easy to take off the center cap. Hope I can get it to work like you did. Thanks for the video, I just bought the same wheel from Fusick for my 77 Cutlass. I also had to bend that metal tab to make it touch the plunger. My center cap is a bit flimsy though now that it is on which is disappointing. Fusick charges $369 for the wheel and other parts you would think they would include basic instructions on installation.
I am glad it worked out for you. Its almost as if the little plastic plunger and spring should be a little longer so we wouldnt have to bend the tab on the back of the center cap. If there are tabs on back of center cap you may be able to adjust/bend those to tighten it up. Thanks for watching!

Like watching your videos just found them, my dad passed and i was left a 72 cutlass supreme that him and my mom brought brand new, got a blockage in my tank or fuel line checked the fuel filter up top and its bone dry ,,so should should replace the gas lines or just check for clog

What a treasure you have in that car! if the car has been sitting a while the fuel sender could be corroded. My 72 was sitting for a while and when i dropped the tank it was pretty nasty. I have a video on the process and some pics in my rear end restore video. It wouldnt hurt to drop the tank a little and check the lines. If you take the gas cap off and it smells like laquer you most likely have a bad fuel sender. You may also disconect the lines from the fuel tank and blow are through them to check. some cars have a return line( to help recirc fuel and keep it cool), some just have the main line from tank to fuel pump.
I been looking for a factory steering wheel in descent shape, would you be interested in selling yours? If not, do anyone else on here would sell there's. 70, 71 or 72 years

You have the plunger in up side down ,the head of plunger installs down, trim as needed

So the first step you don't show how you pulled that insert off. Is it screwed in or snaps in?
Which insert are you referring to? The horn pad in the center of the steering wheel?
If you are referring to the horn button, it snaps in.
That plunger for the horns supposed to be installed with large head first not skinny end then you dont have to bend the little L to make contact
