To be fair, it didn't sound like he lied, it sounded like he shared what he had found concerning and they happily ran with what he'd said as justification to misuse their powers, regardless of it not being an offence.
He said he saw AB "over there" gesticulating toward the council office, he said AB followed him towards the toilet, he said he "questioned" AB on what he was doing...........and none of those things were offences.......so it was incumbent on the officers to hear these claims that did not highlight a single offence, advise the council employee nothing unlawful had taken place and moved on. They wanted to find some reason to try to use their powers against him and heard what they wanted to hear.
The council guy was an asshole, but the issue was they used the offerings of an asshole as justification to abuse their authority.
