I want to thank you for what you do. I have not been licensed for around 8 years. However, I do declare that I don't need a license. I recently got my first visit in around 10 years. There was a knock at the door, I opened the door. There was a man who declared he was a TV License Officer and presented his ID. I just shut the door I didn't say a word. I felt great, made my day thanks to you.

Year's ago as i was going out of my front door for work i was arrested by police concerning a tv licence. I'd moved about a bit over the years and the police said they had been looking for me for a few years . Because apparently I'd answered the door to a goon and admitted to using a tv without a licence which was a lie. Anyway i was in court that day and the judge said as it was so long ago i shouldn't even be there. So i was released and lost a days wage this why i detest these lying scum.
I've lost count of letters I've binned. Been under investigation 3 times, had 3 dates of threatened visits but nobody showed up. Currently my investigation has been postponed for 10 days so i can get licenced - for the 3rd time, its pathetic.
What? Only three? I've had 150 letters in three years (I have two homes), around 20 investigations have reached their final stages, due to my having failed to respond to their letters ( when they do come, I shall be asking them to go to the village post office and buy me a book of stamps), and they still don't know my name. Keep up the good work.
Jon, I am a poorly pensioner & like your Mum i was really worried about goons. I just emailed BBC & told them I "withdraw the implied right of access". They replied saying they accept it & will not visit me. I keep copies of my email & their reply beside the door so if they did happen to call I will just say nothing & hand them the copies. I also have a big barky German Shepherd 😂
I would not have withdrawn the implied right of access to my property. It is not unknown for warrants to be issued based upon evidence that includes such a withdrawal. I doubt, however, that a warrant would be issued solely on this basis.
Sorry to reply so late - too wet for gardening so catching up on YT. If you, your wife/partner or other occupant are over 75 and in receipt of Pension Credit, you can apply for a free TV licence. BBC don't mention it or promote it. Have a look into it. I did it for my neighbour as he was very worried about the door step visits. It does work.
Years ago I had a visit from the TV licence people. There were two of them, a female & a male. The female was very abrupt & not very polite. The male agent however seemed embarrassed by his colleagues manner & tried to smooth the encounter. I had a licence which seemed to frustrate the female agent when I produced it. Thank you Jon for looking out for everyday people mate. It's much appreciated. 👍
Thank you for this! I’ve always paid a TV licence but I only watch stuff that is streamed! So total waste of money but I was too scared to cancel.. I was finally brave enough to cancel today! Thank you so much xx
Police forces who say they cannot meet this particular request under the Freedom of Information Act because it would cost more than £450 to do so are lying. @@tal4546 I suspect that's rare. Here they turn up mob handed -12 in a gang. Lots get caught, plus they get a lot of illegals too. The problem is that in the background there are serious offences being committed. Driving on pavements, illegal motor bikes, no helmets, on the pavements. Assaults where people have to jump out of the way. Red light jumping too. So which is more serious? One woman on a bike got smashed by a car. 3 months in hospital. That will cost well over £100K. I think there needs to be a prosecution as well with a year in prison. Not for the car driver, they are innocent. The woman for jumping a red. A friend and neighbour was put in a wheel chair. Illegal e-motorbike on the pavement, hit from behind. The police won't stop it. Last monday they were ordering cyclists to cycle on the pavement so they could be safe. So to prove a point I walked down the pavement and a copper pulled me out of the way. Why? It's dangerous. So why are you ordering cyclists to put others at risk? He was rude too, so he's got a complaint. So will all of the others, for ignoring his actions. Now they know I have video, and I've requested all the info from them as part of the complaint. Good video again Jon. Seriously, you would think the Police have better things to do with their time. What about policing the streets preventing crime? We’re paying for them with our council tax, I can’t say I’ve seen any in weeks.

They want you to repeat the declaration every two years. There is no obligation to do so. The effect is they have to pay some bod to attend, bang on the door, and hope for an answer. At 0800, I was not going to get out of the bath for anyone, and bod just went away. 🤣🤣🤣
The goons need two items of evidence to obtain a warrant before a magistrate will issue a warrant and only when the goon has a warrant will the police attend. There's nothing to be afraid of, don't be wound up about it.
You did great. Well done. They won't come back with the police and because you followed the correct steps, open door, identify goon, say no thanks, close the door, they are far less likely to come back because you will be noted as not worth bothering, as you are not easy money for them.
More sound advice. I haven't had a licence now for approaching 20 years. Some time back in the early 2000's my telly packed up just before christmas. Funds were tight and I agreed with my good lady that we would wait until after christmas until we got a new telly, it never happened, we don't miss it, there's a whole world of interesting viewing to be had on youtube. We aren't into sports, cooking programmes, unreality telly, soap operas, television has nothing to offer either of us, the radio and a good book and youtube are much more our cuppa. I have had the letters, the visits, I ignore the letters and as Jon says here, no need to be rude to anybody, just politely decline their offer and close the door.
if they have a warrant ask them "do you have the lawful power to enter this premises without my cooperation?" if the answer is no then bid them good day
I have intentionally ignored the BBC threat letters hoping they'll send a goon to try and intimidate me into buying a license, why? So I can film me politely telling said goons to go away. If all goes to plan I'll send you a copy my friend to show others how to deal with tbese peoples. Tbe BBC must go private and drop this stealth tax mainly on the old.
Great info John, I cancelled my tv license over 3 years ago and I’ve been receiving letters for the last year. The latest one I received today was from Scott robson of Cambridge enforcement. The main title of the letter read “official notice” saying I was apparently in breach of the communications act 2003 🤣 I know I’m in the right to ignore these letters as I don’t watch tv and don’t have a tv set up anywhere in the property so I’ll continue to let them waste their time and money!
Trouble is when the police do attende they will make matters worst. The police will turn up and start throwing their weight around like when they attende for backing up utility companies.
18 hours for a simple search. No wonder they seem to get very little done when they are so inefficient. Wonder how many hours and how much it cost to put together that response including estimating time and effort.
Great video Jon. It’s strange that some police forces can provide data but others can’t due to costs!!! When it benefits them, then money is probably not an issue. Many thanks for sharing with us and take care. You always provide useful, up-to-date information for us 👍👍👍

I never received any visit to check but they still sent harrassing and scary looking letters. Now I don't bother interacting with them at all. What's the point when their own system doesn't even work? Not even after an official complaint.
I remember watching films of W.W.2 where Germans were using surveillance vans with an aerial on top looking for the French Resistance listening and broadcasting messages
Those vans, with swivelling loop aerials, were used to triangulate the position of transmitters. However much people blether on about local oscillators in heterodyne receivers and intermediate frequencies, a TV is not a transmitter. The local oscillator and IF of a receiver are not detectable over more than a few feet at best. The TV Detector Vans, where they existed, were a propaganda measure designed to frighten the public. There was no technology inside that could detect your TV.
5 different people should request 5 different single years. That would cut the cost of each and see just how much lying and dodging they are really doing.
Superb video. This should put minds at ease that are thinking of cancelling. There is nothing to fear but fear itself. Get cancelling and get saving people. Stop paying for something if you no longer need it 👍
@@FuelPoverty - Prick. The BBC has ordered an investigation into how an outsourcing firm collects the TV licence amid claims that it runs an aggressive incentive scheme to maximise collection of fees from non-payers. Under a bonus scheme alleged by the Daily Mail, Capita’s enforcement officers are told to catch more than 28 licence fee evaders each week, as part of the company’s £58m contract to collect the charge. Staff targeted vulnerable people, including this month a war veteran with dementia and a young mother in a women’s refuge, the Mail reported. Capita was said to have told an undercover reporter, who posed as an applicant for an enforcement job, that the company was “greedy” for as much cash as possible. Area TV licensing manager Ian Doyle was filmed saying: “We are looking to get 28 licence sales per week from each officer. As soon as you hit that magic 28 there’s a bonus ... Basically you’ve got to get 28 conviction statements before you can start hitting extra money.” He joked that the job involved “attacking poor unsuspecting victims”. The BBC told Capita to investigate the claims and “ensure swift and appropriate action” was taken. It confirmed that Capita operated an incentive scheme for enforcement officers, but insisted that this should only apply to licence fee sales and not prosecution statements as the undercover footage suggested. A letter to Capita from the director general of the BBC, Tony Hall, demanded reassurances that the practices revealed by the investigation were not standard, and the collection teams were not targeting vulnerable people. In the letter, released by the BBC, he wrote: “Public trust is the cornerstone of the licence fee system. It is clear that, in this instance, Capita has fallen short of the standards the BBC has a right to expect on behalf of the British public.” A BBC spokesman said: “We are very disappointed by the conduct of Capita’s interviewing managers in this particular case, which is not in line with the high standards we expect and does not reflect the policies in place.” It added: “We have asked Capita to investigate urgently and ensure swift and appropriate action is taken. We expect inquiry officers to behave in a courteous, professional manner and abide by a published code of conduct.” A spokeswoman for Capita said: “Inquiry officers are expected to act in a professional manner, abide by strict rules of conduct and adhere to the Pace [Police and Criminal Evidence Act 1984] code of practice and we strongly refute any allegation that inquiry officers are instructed to act outside of these requirements.”

The police forces that said it was too expensive probably don't have good record keeping. If you don't tag the cases as "TV Licencing" when you enter them, it's very difficult to then find them when you want stats. I suspect they dropped the 'e' so it could match "license" and "licensing". They missed that the noun is spelt with a c, though...
The only time I have had a visit was years ago at a previous address. It was my fault, I notified them I didn't need one. The lesson I learned was don't engage with them.

I'm well aware that their threats are empty but what irks me is the fact that people live in fear of them. Their tactics basically amount to intimidation and fear and it's the more vulnerable in society that fall prey to that. It’s about time that television set manufacturers have to let you delete all apps as some (such as BBC iplayer) usually factory installed are not possible to delete.
Having the app(BBC Iplayer) on your TV set or mobile Phone or Tablet is NOT an offence! it only becomes an offence IF YOU WATCH IT. So stop worrying about it😁😁
@@iamrocketray am not worried about it, not used iplayer or similar app for probably at least five years. What i dont like is that tv set manufacturers should not by default install an app (even their own) and then make it impossible to remove. The TV manufacturers get a payment for adding them in, so that is costing the beeb. However there should alway be a means of deleting unwanted apps because they take up memory, you've paid for.
"Don't kick off". Great advice. As much as you want to give these goons a mouthful when they call, they are NOT BBC employees (even though Capita are contracted by the BBC), and all that being abusive will do, is to ensure another visit. As CJC says, just say "no thanks" and shut the door. Don't go off about how unpatriotic the BBC is,or how many paedos they employed, just treat them as you would anyone selling stuff door-to-door. "No thanks, goodbye." And if you are watching live TV without a licence, mute the TV or switch it off or pause it before answering the door at ANY time. If they can see or hear the TV, that MIGHT be grounds for further action. And do not under any circumstances let them in! "I just need to check your equipment". Apart from "oo-er missus",they do not NEED to do anything of the sort. They want to, but have no power to do so and don't let them in. If they were selling encyclopedias (showing my age now!), you wouldn't let them in to prove you have a set of encylopedias! You do not have to prove anything to these goons.
As far as I’m aware they are not compulsory yet, but they are no longer making the old meters, so if your meter suddenly goes magically faulty they will say you have to have a smart meter.
The new energy bill gives powers to the relevant authorities of forcing entry to a property and installing a smart meter. That would never happen of course!
Hi ChiliJon You may be interesting in the situation in Ireland (Republic of) regarding RTE and the TV licence and possibility of a tax. I have just watched a TH-cam video titled as: Reforming the TV Licence Fee Instead of RTÉ? | The Millennial Cynic
when u open your door say nothing at all.. tv license will either ask if you are ....mr/mrs or identify themselves and then ask. either way still say nothing and close your door in their face.. they cannot consider you "under caution" until you either confirm your name or otherwise acknowledge them.. done same many times now (great when you have a housefull) and never any further action bar "we hate you" letters
I got a letter the other day with a big red naughty X prominent on a brown envelope. Upon opening it it said we need to hear from you by a certain date or my adress will be treated as unlicensed. In big bold font. If you ignore this letter your address will be treated as unlicensed. This means that we may have to open an investigation and schedule a visit to your address (basically like someone saying comply or we send the boys round, well that's how I took it) we will also continue writing to you. Just wow, shocking and unnerving. I called them and Informed them I had no need for a licence and got it confirmed on an automated line so they should not be bothering me again for 2 years.
I thought they had a duty to reply with information requested under the freedom to information request for this type of information. Not just a can not be arsed and it will cost £450 to do a 3 minute search on a database (including typing the letter).
No. The FOI process does allow departments and companies etc. to not have to provide FOI information, if the cost of doing so is excessive. The £450 limit seen, in this video, used to be £600 or similar some years back, so has been there for a long time. However, the police data systems in those Police Forces using the cost as a way to not reply would indicate that they have really bad data systems (or are just dodging the FOIs) and need modernising.
It's not rocket science. If you get a knock open your door ask who they are DON'T IDENTIFY YOURSELF TO THEM. if they refuse to identify themselves shut the door. If they do identify themselves shut the door DO NOT TALK TO THEM. The reason I say open the door is because I won't live in fear of opening my own door. If you really are scared of opening the door to them don't open the door either ask who they are through the letter box or through a window. But don't talk anymore. They are not your friends.
@@BedsitBob In Scotland, you need to present actual evidence, in person, to a court official, like the Sheriff's Clerk or similar to get a warrant and as @BedsitBob correctly says, there are no warrant issued in Scotland. England and Wales are covered by the same legal processes (different to Scotland's), so all Crapita goons do is submit a form electronically to a central processing court, with their 'evidence' as 'The occupier said they watched blah blah.' They may in fact have spoken to a child, a visitor, a person standing at the front door (like a neighbour) and may not have spoken to the occupier at all but their log will be written as if they have and that seems to be enough evidence for court staff in E&W to approve a warrant, which is emailed back to the goon's office. Some Scottish Laws are just better than the English/Welsh equivalents.
Even if a bailiff has a court warrant it can have no lawful effect unless you allow access. Read the criminal law act 1977 section 6. You need to know the difference between legal and lawful . Once you know this you will realise "That even the King of England cannot force entry to your home." Wake up.
BBB, Black Belt Barrister has already done a video on court warrants and you are wrong. However, as the only way for TVL to get 'evidence' for a warrant is to speak to them. Not contact, no warrant.
@@Thurgosh_OG BBB has a first sworn duty to the court. He therefore has to say what he is told to. I have twice stopped police using such warrants by using the Criminal law Act 1977 section 6.This like the Bill of Rights Act 1688/9 repeats the common law and stated cases. Learn the real law. It's people like you who allow our freedoms to be taken away because you believe what such as Dan tells you without learning the real law. Wake up.
Just thinking out loud... Scenario: On a previous visit something 'kicked off'. Now, a return visit is planned (not with a warrant) just another attempt to sell a TV licence. What justification would there be for police to even agree to attend 'to prevent a breach of the peace'? As the unsolicited presence of the TV licence salesman at someone's door had PREVIOUSLY resulted in strong words then, surely, THEIR proposed return to that address would be considered to be a deliberate antagonistic act and the police should tell them not to visit that address as they are clearly not welcome there. Furthermore, they should be told that any subsequent unsolicited visit (absent a warrant) would actually be deemed to be the 'behaviour likely to cause a breach of the peace' and that they could face charges.
The common denominator here is the term 'Goon'. Given today's British police i say the term applies to both these groups. The fact that we have seen endless videos where the police are escorting these fellow goons makes the point somewhat moot .
I love the bit about Merseyside police never having assisted the goons. You can almost imagine the reply any time they are asked by Capita to help. "Can we go along with you to a Liverpool address, whilst you stand there and threaten the residents therein..? Yeah.. We're not doing that mate..I would rather like my testicles to remain attached to my body.."
Why is it that you can't watch any live tv broadcast however all the licenses fee only goes to the bbc why isn't it shared between all the broadcasters of live tv?
I've always wondered when I went on the BBC iplayer app I had to download it to the ps4, it asks you to agree to certain conditions such as ip address, can they not find out with your ip address if you have a TV licence at that address? Cheers Jon, 😊
No because you can use a VP, even via a console, so an IP is not (spy agencies aside) a means to locating someone. Also you need to be a member to use iplayer and can use false details for that too. How would they connect that to an individual?
Hi Jon and Licence free gang....I need your advice. Cancelled my DD a few months ago, got a refund which I never cashed, got the threatening letters all binned. No letter saying..WE ARE CALLING ON SUCH A DATE. Knock on the door just now, and I happened to be in the garden. Looked through the side gate and a man the size of André the giant was on my doorstep. I marched round to the front door and a rolled up notice had been posted saying an enforcement officer had called, and basically wouldn't stop investigating me, till I contacted them. No name, hand written address no number just the street. They did not warn me they were coming. IS THIS PAR FOR THE COURSE. Must admit it did take me back, as had he been a smaller man I would have opened the side gate. What happens next. Note binned!!
While they like to advertise their visits in the harassment letters, they do have a habit of saying 'we can visit you at any time, on any day', so you were probably unlucky to get an unannounced visit. Your rights remain and you don't need to open your door to any unexpected person knocking. Should it happen again while you are at home, do not open the door, just ask who they are and as soon as they say TVL, say you are not interested. If they insist on you opening the door, tell them you are phoning the police because you don't feel safe and then do that. Also video it all, if you can.

It took only a few yrs to accumulate a pile of 5inches of threatening letters from these goons, when I didn't have a tv.
That is very clever, I'd be interested to know if they ever do re-visit you.
As someone who's Norfolk born and bred I can tell you they're one of the worst police services going.
Should have just told them to b----r off. Why waste your time and breath talking to them?
👍
Closing the door would of been a better option. 🚪
You don't need to show them anything or prove anything
Thank you for this! I’ve always paid a TV licence but I only watch stuff that is streamed! So total waste of money but I was too scared to cancel.. I was finally brave enough to cancel today! Thank you so much xx
Report those forces for NOT responding to FOI requests as they are backed by parliamentary acts, therefore, those police forces are breaking the law
Don't they always? There above the law don't you know 😢
Police forces who say they cannot meet this particular request under the Freedom of Information Act because it would cost more than £450 to do so are lying. A simple database query would provide the answer to the question in seconds and probably cost less than £4.50, including letter preparation and postage charges. They do this to discourage further FOI requests from the same individual.
Police should NEVER act as a Private Commercial Enforcement Officer, they're job is ONLY to preserve the peace
They do. I audited TFL accounts. The first person in 10 years to do that. TFL are payng the met 600,000 a month to enforce £1.50 bus fare collection
@@Nickle314 My daughter who lives in Islington told me the police get on the bus every day. That explains why. Have you seen the recording of that young woman they dragged of the bus with her young son crying for his mum while being held by a female cop with two brutes handcuffing his mum?
And it turned out she had paid for her fare?
They know I have photos of all of their shoulder numbers. Will they supply it all?
If not that's an offence too.
@@tal4546 TfL fund the Police to support the revenue enforcement teams. The woman who was detained failed to show proof of fare to the TFL revenue team even though she was required to. The reception where I was based is still getting tv licence reminders 😂😂😂 after 6 years been empty
They did in my case. I left them at the door and went to get my phone (nokia 3210).
And he stepped in like a bailiff, long time ago but i called the police and they would not remove him.

They want you to repeat the declaration every two years. There is no obligation to do so.
The effect is they have to pay some bod to attend, bang on the door, and hope for an answer.
At 0800, I was not going to get out of the bath for anyone, and bod just went away. 🤣🤣🤣
I don’t need a license I had one visit from a goon , I said no thanks and shut the. Im scared they will come back with the police
I’m physically and mentally disabled
they wont, dont worry. You played it right, Relax
Not a police matter. Nothing will happen.
I still wouldnt let them in with a warrant. Let them try and force entry and film it.
if they have a warrant ask them "do you have the lawful power to enter this premises without my cooperation?" if the answer is no then bid them good day
If you don't let them in they can get a locksmith to gain entry and you will have to bear the cost. Not worth the effort IMHO

If all goes to plan I'll send you a copy my friend to show others how to deal with tbese peoples. Tbe BBC must go private and drop this stealth tax mainly on the old.
As the BBC stands at the moment, it might well not exist in its present format after 2027, when its Charter comes up for renewal.
Norfolk police have had to file a FOI themselves to the BBC for the information and thats how much the beeb charges them 😂😂😂😂
I live in Norfolk there is a saying, "normal for Norfolk". It is a great county and as far as I know the safest in Britain.
I bet they use the same systems as other police forces, if not the same system. As such it does show lazyness or incomptence.
I thought all force's databases were linked, thus the name for it being the PNC.
Great video Jon. It’s strange that some police forces can provide data but others can’t due to costs!!! When it benefits them, then money is probably not an issue. Many thanks for sharing with us and take care. You always provide useful, up-to-date information for us 👍👍👍

At that rate, it probably took them 40 hours just to write the letter saying it was going to take too long.
@@DaedalusYoungThey will have a standard template ready to fill in a few blanks for refusing FOIs. They then should make a record of the FOI on their system but if Norfolk's system is that poor, it's probably a box in a cupboard.

Basically you’ve got to get 28 conviction statements before you can start hitting extra money.”
He joked that the job involved “attacking poor unsuspecting victims”.
It is clear that, in this instance, Capita has fallen short of the standards the BBC has a right to expect on behalf of the British public.”
A BBC spokesman said: “We are very disappointed by the conduct of Capita’s interviewing managers in this particular case, which is not in line with the high standards we expect and does not reflect the policies in place.”
It added: “We have asked Capita to investigate urgently and ensure swift and appropriate action is taken. We expect inquiry officers to behave in a courteous, professional manner and abide by a published code of conduct.”
A spokeswoman for Capita said: “Inquiry officers are expected to act in a professional manner, abide by strict rules of conduct and adhere to the Pace [Police and Criminal Evidence Act 1984] code of practice and we strongly refute any allegation that inquiry officers are instructed to act outside of these requirements.”

You should send an FOI request to Norfolk police to find out how many FOIs they'd answered with the information, and how many they'd turned down because of the £450 thing!

I cancelled mine December 2022 and had three letters but zero visits. If they ever did I would simple tell them I’m not interested in the intercom (live in a flat).

It’s about time that television set manufacturers have to let you delete all apps as some (such as BBC iplayer) usually factory installed are not possible to delete.

I havent, dont know enough about it if im honest. I had one in my rented place, dont have one now
As far as I’m aware they are not compulsory yet, but they are no longer making the old meters, so if your meter suddenly goes magically faulty they will say you have to have a smart meter.

The police where l live don't even come out to drug dealing.
Submitted my no license needed form 2 years ago and not had a single letter or visit. 👍
Make sure you do your no firearm licence needed too
It's not rocket science.

I wonder if it is handled differently in wales and scotland, as bbc wales/scotland are separate entities?🤔
There are no Search Warrants in Scotland.
A court warrant is a legal warrant. We have a lawful right to defend our property from all comers. So I believe that I am right because I have put the real law into practice. Dan Smith will not respond to me because he also knows the law. The real law. It's people like you who allow our freedoms to be taken away because you believe what such as Dan tells you without learning the real law. Wake up.

Spot on
Have you ever been to Norfolk?
That would work of the Police used common sense but, well, the police today and common sense don't mix very well.
@@Thurgosh_OG Good point.
The common denominator here is the term 'Goon'. Given today's British police i say the term applies to both these groups. The fact that we have seen endless videos where the police are escorting these fellow goons makes the point somewhat moot .

Thank you very much.
Appreciate your help 👍
I do in fact have a large yellow and black notice on the door ( provided by Gt Manchester Police) saying that knocking uninvited is an offence.
Obviously didn't think it applied to him.
i have not had a visit in the 12 yrs since i moved and whent licence free. i was licence free about 20 yrs ago, didnt even have a tv for gaming, so i showed them, never got hastled. i think they had a genuine non watcher box they could tick
I had a visit yesterday from a woman with square panel on chest with capita emblem on I shouted at closed window omg a police woman she tripped on my step so when I opened door she said tv licence I said no thanks then shut door 😂😂😂😂😂😂😂
Their new tack is to accuse you of watching IPlayer on your computer!
You log in to a different email not using your own name.
In theory they could track your i.p address but that would only be traced to the modem not the computer itself.
If you have your WiFi on with no password anybody in the neighbourhood could be using it.
But fear not they are not allowed to do this, so as always, answer the door, when identified as a TV goon shut the door immediately, NEVER COMMUNICATE 😊
But Jon be fare to the police, they are all working from home now, they are certainly not out in the streets.
I cant think of any reason police would attend, do they work for other businesses doing door to door sales?
seen plenty of videos of police helping tv goons and bailiffs
