I believe this is more of a feeler Mexico is throwing out toward the cruise industry to see the response. This will either be scrapped or reduced drastically.

It has not helped. It’s a step towards authoritarian rule. AMLO changed court structures before he left office and Sheinbaum is his protege. Mexico voters have something is common with the US….
I went to Cozumel it was a beautiful hot day as soon as we got off it started with the aggressive sales left and right like seagulls on the main street to the point we turned around and had a beer in the bar next to the port . I remember taking one last look at the main street thinking I don’t feel very safe and two weeks later I watched your show Don and you reported that there was a shooting resulting in loss of life at the same spot . Since then I don’t book anything that goes to Mexico and now hearing this it’s unlikely that I will ever go there.
US law requires foreign flagged ships to stop in a foreign country. Round trip cruises to Hawaii require a stop in Mexico or Canada. I am sure most people would be happy if the law could be changed so Mexico could be skipped saving the port fee and the new tourist fee. That would also cut the cruise by a day saving even more money.
The Jones Act Law won’t be changed and it won’t be amended either because it would put the Cruise Lines out of business as they would no longer be able to “skirt” around the labor laws which would require them to pay foreign workers according to American wage standards. NCL already does this with their Pride of America Ship in Hawaii. Even though it’s a great Cruise adventure and it sells out most every sailing, NCL is consistently losing money on that product because of the wages they must pay out there.
It's not just flagged. It's non-US built as well. Which is why you have to fly between Hawaiian Islands. Ships have to be not just flagged by a US carrier, but owned and BUILT in the US. You know.... at one of the myriad shipbuilders in the US.....
I've always hoped that Cuba could open up. Its huge! Imagine all the beautiful port towns and beaches that will certainly attract land trip tourists as well as cruise ships! If Mexico becomes an issue, well.... Dream on.

I think that would greatly influence where I cruised. Just think if a cruise visited Cozumel and Costo Maya (very common). For a family of four, that would add $336 to the cruise fare just tacked on! Ridiculous!
We’ve cruised to Cozumel many times and almost always walk down to San Miguel and back, so we have been able to observe the condition of things all along the destination. In some areas the sidewalks and buildings are in poor condition. With all the cruise-related money coming into Cozumel, I’m always bewildered as to why the area is not in better condition.
Didn’t lose anything I’m Mexico that I need to go back to find! If cruises decided not to go there my guess is the place they decide to go is going to be nicer than Mexico to begin with! Let them eat cake!
I was looking at my Google map earlier regarding this as i thought 'ok we all miss Mexico, so what' but it is a pretty big place. The issue that the cruise lines would have is any leaving from the Western side of the USA would struggle for any 7 day sailings without a Mexican stop. Not so bad from the East but it would probably mean that all West sailings would have to be 10+ days to get south of Mexico. To be honest though for me thats fantastic, i would love to head to places further south and not include the Panama Canal, LA to Peru via The Galapagos Islands, possibly a 2 week cruise maybe?

Customers spend enough money in the ports: shopping, excursions, etc. Easy decision for us: no booking of any cruise going to Mexico, no all-inclusive and so on. There are plenty of destinations to visit and spend our money.

Cruise lines need to understand that increasingly bigger ships are overwhelming many destinations. If Mexico increases fees, it may result in some cruise lines reducing calls, but that will benefit all visitors by providing an improved experience.
I went to Cuba with Hal when the cruise port was open to Americans briefly a number of years ago. Had to buy an entry visa for $72.00 us. Just to go to shore for a few hours. Not impressed.
Even if this becomes reality, within a year of the tax being applied, most of those cruising will just see it as part of the fare, much like they don't think much about the port fees and taxes now. Cruise ports in Mexico are too appealing, someone will go there.

Directly on the inside wall And where screaming loud when at speed ~80 db in their room according to our Apple Watches. Naturally everyone from carnival they involved on board stated that’s not normal. But had nowhere else to move them to. She’s about to go to dry dock for a several month overhaul early next year.

Reading the proposed law, it seems that if you stop in port after visiting international waters, you would have to pay that tax in all three ports on that typical Mexican Riviera cruise. I don't speak Spanish and using Google translate.

This would be a disappointment sense ,our trip includes at least 3 ports of call in mexico, leaving from LA going through Panama Canal and then to Florida. You couldn't pay me to go back to Mexico anyway. I've traveled all of Baja and as far south as Mexico city. But over 60% of Mexico's GDP is from people here (both legal and illegal) sending American money back to Mexico. The cruises it will really hurt are the Hawaiian and Long Beach 3 and 4 day cruises. The ones for the Caribbean can just switch to all or mostly Eastern and South American ports and skip Mexico. Galveston might suffer a little for shorter cruises. As Mexico, has been raised to a higher threat level for ALL countries advisories for travel including the "tourist areas" that used to be safe havens, avoiding these places is a good idea anyway. The cartels have so corrupted the Mexican government it's ridiculous.

Honestly, I could do without visiting Cozumel. Our home port is Galveston and, right now, every cruise 7 days or less goes there.

That's gonna be hard to do for cruises originating from Galveston and Los Angeles. Mexico is the only realistic ports they can visit.

We like many of the ports in Mexico. However, for that added cost, we would choose a cruise that goes elsewhere.
