That first part with a confrontation, you could totally see just by closing my eyes. I would’ve thought that was donkey from Shrek with the attitude. Yes, his voice obviously but just the attitude comes to mind

That's because Eddie Murphy voiced Donkey from Shrek franchise and played Axel Foley from Beverly Hills Cop franchise.

I would give this video a 3, out of 10, because you see all these scenes, but there is not resolution, we see him doing all this but we don't see what he was doing all this for, we don't see the end result of all his talking, so at the end we are left with a "Why did I just watch this?" Maybe a part 2 would resolve the issue, but as it is now, it presents no form of closure as to why I just spent this time watching this video, and not a full video of the start and finish of the situation.

Actually there is a resolution inside the scene in so far as Axel does not blow his cover. Besides the scene gives us a powerful lesson on the art of lying: ATTACK FIRST.

Usually they use cars that have been impounded for this type of undercover missions and usually these are carried out by special task forces who get a budget for clothes etc.
I mean, you have to look convincing as an undercover cop.
Of course, the various departments or other law enforcement agencies, aren't just giving you Ferraris & Armani suits like that.
Most of these undercover guys are experienced, highly trained officers/agents.
