I'd argue both situations are examples of corruption. If you strike another officer and they don't report it, it means the officer is getting a form of treatment someone on the street wouldn't get. It's not an "honor code". It's still corruption.
Yeah, it can so easily go from not reporting the officer when he hits you to not reporting him when he hits someone else. If you're not doing everything by the book, where do you draw the line?

So nobody’s gonna mention how the waiter sees Foley stuffing bananas in the exhaust and winking at him, and he just winks back? Best part of the whole situation.
A highest class comedy only US can produce. Imagine that filmed in Germany, France, Italy? Absolutely impossible. Never. A brilliant and immortal movie. Everything, every aspect is genius in it.
It's been a very very long time since I watched this movie. I forgot Rony Cox was in this film and it's probably the first movie I ever saw him in. Of course he was I'm many great films. But I remember him as Captain Jelico on Star Trek TNG. I was floored to see him in a TV show vs being in movies like Robocop and Total Recall.
I've seen this move a dozen times or so over the years and just now noticed the DeLorean park on the curb as the police are backing up to follow him. How did i miss that all theses years lol
everything was so understated back then. we knew it was a classic, but it was an understated world and audience this movie was for too. now everything is overstated and you know they went through it a bunch of times. no heart
2:00 that slight smile I would like to think that was the moment he started to respect Foley as he saw Foley was not just BSing but actually trying to cover for the other two officers and that is why he legit listened to him the next time they talked and covered for him in the end.
For those who have not seen the film, he is also a police officer but who comes from Detroit and who does not have the "correct" functioning of the beautiful neighborhoods of Beverly Hills

Those cars. Those computers. Does it get any better? Got to love the 80’s. 👌👌👌
When he entered the police station with all those fancy computer I was half expecting him asking where the holodesk is
Don't forget the soundtrack too!!
What a great time to live... unless you're gay, trans, a woman, or a person of color.
"Cops don't file charges against other cops."
It's amazing how time turns that from a statement of honour and code to one of corruption.
Ignoring what's done against you is forgiveness. Ignoring what's done against someone else is corruption. That's the difference.
And let's face it, the bit with the Chief reaming him out for slugging a suspect is probably the least plausible moment in the entire film.
