I've already said this but i wanted another chance of you seeing this . i bought centaur of attention and used it to make my cervitaur costume . and altered this tutorial to make the top to go with it. :)
I personally think the best thing about this tutorial… is it's applicable to a lot of different costumes not necessarily just mermaids. Like watching this gave me a lot of ideas for a centaur top

Thought she'd probably used a lot of materials that would be pretty much impossible for me to get. But that actually looks managable when she explained it step by step 😄
E6000 will attach basically anything to anything else, and it's waterproof once fully cured! I don't know what chlorinated water would do to it, but for most situations where I'm attaching embellishments to fabric, I prefer E6000 over hot glue.
I was about to mention sea/snail shells. For drilling you might have better luck with a pin vice. It's much slower than some kind of power drill or dremel but it won't generate the same level of heat and will give you much more control.

Little tip if you ever wanna make another one and use shells. Hot glue will slowly degrade in water, the common used glue for accesories and such for mermaiders is e6000 it holds forever!!! I even have it holding real giant lionspaw shells on my bra(DD) they're super heavy but the glue holds tight still!!!

My suggestion is to buy a cheap bikini top swim suit from the girls section in whatever size will likely fit her on her birthday, while they’re still in stores. (if you’re unsure or think she might sprout up, you could get a couple sizes from a thrift store). A swimsuit is more likely to come in fun colors (like pink or turquoise) for a little girl than a bra will, which are more likely to be grey/white/black/tan. Depending on how big she is, a smaller bra might be too loose on her. If you go the bra route, be sure to check the band size, not just the cup size. A girls swimsuit is more likely to lay flat in the chest because of lack of padding, which might not be what you want. If she really wants padding and to swim in it, you could also check out the juniors section swimsuits and get something really small, but they’re not likely to fit a 10 year old. (This is really long and unsolicited, sorry! I hope this helps tho)
You could also try a tank top/cami shirt cropped shorter. It'll be flatter across the chest with less defined shape than a bra would be, but for a little girl, that might be okay.
Yeah I would say a chopped up tank top would do well for fitting properly, but if that doesn’t work for you, or you want something with it’s own shape/form, then anything like a swim suit bikini top type thing would work

By hand, carefully! I don’t imagine it would ever need anything more than a good rinse, though. If it really needed a wash, I’d probably do a gentle cycle on cold in a garment bag and air dry it.
The techniques you showed will definitively make the process a lot easier for me when I get around to actually make a full costume for my half-elf druid/cleric

If you dont want to sew e6000 is a good alternative! But PLEASE if you plan to use e6000 only use it in a ventilated area with a mask that will keep you safe from fumes!

E6000 stays on fine in chlorinated water. I made my top using the glue and it works great. Just make sure it fully cures!
