I’m not sure what safety issues there are really . But I felt incredibly safe no matter where I was or what time it was

Hey man, I think the hand shaking etiquette is that you don't shake the hand of a married woman. I had a similar situation before.
NO if you don't know don't assume please. The etiquette is NOT EVER TOUCH ANY WOMAN WHICH IS NOT A CLOSE RELATIVE OR YOUR WIFE !!! And those woman that cover up completely who do not speak to UNLESS THEY SPEAK TO YOU FIRST.
Some women will shake your hand but most will not.
A smile and a greeting is still a greeting so I don't understand the need to shake hands or they UNHEALTY (western) DESIRE of TOUCHING EVERY WOMEN AND OBSESSION OF UNDRESSING WOMEN WORLDWIDE
Put it simple way men and women are not supposed to touch EACHOTHER (no hugs no handshakes etc) UNLESS THEY ARE MARRIED OR CLOSE RELATIVES
