I think Slone might be dead by chapter 23. In no star wars content is it implied that she is still leading the shadow council by chapter 23. Every member of the council is talking about new leadership, and Thrawn, but that wouldn't make sense if Slone was alive, because then they would've already had a Grand Admiral, and a leader. Slone. Also in Ahsoka, the opening scene started with the quick summarization of Thrawn being the LAST Grand Admiral. This might just did this for the sake of simplification, because not everyone read the Aftermath trilogy, but I feel like it's implied, that there is no major leader behind the Shadow Council. Also, Rae Slone would not cooperate in bringing back Palpatine, so I feel like it doesn't really make sense for her and Hux to work on Project Necromancer.
