A foreigner can buy a property in Venezuela but they need one of these two: - A resident ID of Venezuela that is only given after 5 years of living in the country. - Having an Investor Visa given in a Venezuelan embassy in your country. With any of those, you cam buy a property just like any Venezuelan does. Keep in mind that there are no bank credits in Venezuela, every Real State sold in Venezuela is cash or transfer for the whole amount of the purchase, and that's one of the reasons that prices are still low, not many can buy cash over 30K.
You can google any Real State agency in Venezuela and they would give you the info and legal advise. Stay with the Big Real State agencies like Century 21 or Rent'a House. There's a lot of realtors that are not real realtors and have no knowledge. Or do it yourself with a trusted lawyer, because lawyers are the ones that usually deal with the public register and documents, and are more up to date in what you need exactly abd how long it takes. Patience is needed to finish a property register in Venezuela, around a month but that varies for every different register office in the country. My wife is a lawyer and deals with these issues constantly.
How about some idea about how much it would cost to either buy or rent in Tucacas? Is it safe? Is electric power reliable... etc. This is a lovely video brochure, but give us a few facts. The paint peeling in the apartment and on the exterior of the building indicates some bigger problems of humidity in the bones of the building. The building across the way (at 21:03) shows some really serious problems of humidity. (I grew up in the tropics and I KNOW how thoroughly humidity can destroy buildings that are not well built.
Hello. Cost of buying in Tucacas can be as low as usd 15K and as high as usd 150K, depends on the complex and zone. Normal price would be around 30 to 35 in a ready to move in condition. Right now Venezuela is very safe, crime rate dropped around 80% compared to 4 years ago... avoid some areas of the big cities and everything else is very safe, you wont feel threat or danger in most of the country. Electric power is an issue, there are few places in Venezuela with no electricity problems, and Tucacas is not one of them. There's a lot of building complex with generators or houses with solar panels or bateries to solve those issues, almost all hotels have generators but if you are looking to buy, you need to ask if your building has one, and a big water tank also, theres water issues too and most buildings have subterranean storage of 50K liters or more, or the apartment has to have a vertical water tank of 500 liters with automatic electric pump. Tucacas is right by the sea like many cities in Venezuela. Construction quality is usually good, concrete and ceramic, but the issue with paint and lack of maintenance is because we had a huge economic crisis that lasted around 8 years, and we are just recovering for around 3 years... many buildings were left almost empty with the migration and the few that still live there cant pay for maintenance of the whole building without the help of other owners that abandon their apartments. Some others are up to date in owners payments and ocupation and are in good conditions... so if you are looking for an apartment you need to check if the condominium board of the complex is active and doing their job. Hope this info could help.

Maduro did some expropiations with industries that were closing to leave the country, but the actual goverment is not into expropiations as Chavez goverment. They are actually giving back expropiated bussiness to private investors. Now, that is the macro. What were the expropiations in Venezuela? Big Industries, the main producers of goods and food, and public services like water and electricity, also telecomunications and the main banks. The private property was never part of expropiations, houses, local comerce, that was never part of the expropiations. For example, Chavez expropiated one of the biggest mall in Venezuela (in construction)... Maduro gave it back and they finished their construction. Private property is protected by law. Invasions are not common in Venezuela. They were a few years back, but not now. I have a main house, a Big House in the suburbs where I live, and also have an apartment in a city center, I have a beach house and a house in the mountains. I'm an open oposition to the goverment, and I feel confident with my properties not being taken by the goverment or invasions, the latest could happen, but its very uncommon.
