Yes you can, since your phd position is not full time, its generally 50% or 65% or 75%. So legally you are allowed to work part time. The only thing is can't work in the same field or in a competitors company that would create conflict of interest.

The research fellowship by CSIR is 31k for JRFs and 35k for SRFs now I guess. They literally pay you peanuts.
Couldn't agree more. After the end of 5 year there is no financial strength.
