In the US, the libero can serve for one player, and is locked in at serving for that player for the entire set. Also, you MAY reach over the net during a block, so long as your opponent has contacted the ball 3 times. Why are you referring to the back row players as 2 setters And a libero? 98% of teams, there is only 1 setter, and 3 out of six rotations the setter is in the front row, so you'd have the oppo (right side hitter), the libero, and one of your outside (left side hitters) in the back row then...
Jr Jackson he also mentioned the libero can't step over the attack line when the only limitation is that the libero can't overhand set for an attack in front of the three meter line. They must be behind the attack line or else bump set or if they overhand set in front of the line the hitter can choose to free play the ball instead of attack it.
It was funny because in the video, as he has explaining that the blocker cannot reach over the net I swear in the video the blocker was over the net. :) . 2:33 in the video

One detail regarding the libero at 3:14 is not quite right: the libero is allowed to cross the attack line and walk into the own front zone. However the libero is not allowed to perform an overhead finger pass within the front zone. If he/she does then the following attack can not be completed with a ball above the net. (This is rule 19.3.1.4 of the FIVB Volleyball Rules)

+Michael Bauers Yes. Blockers can reach over the net to block. They have to be careful about interfering with the first or second touch, though (most hits are third touch hits, so it's quite rare that a blocker would get called for interference, though).
Rules: The ball must be spherical, made of a flexible leather or synthetic leather case with a rubber bladder inside. It may be a light color or a combination of colors. According to FIVB rules, it must weigh 260 to 280 grams with a circumference must be 65 to 67 centimeters. Its inside pressure shall be 0.30 to 0.325 kg/cm. Court According to FIVB rules, a court is an 18- by 9-meter rectangle, surrounded by a free zone at least 3 meters wide on all sides. Side and end lines mark the boundaries, drawn on the inside of the playing dimensions. The center line extends from side to side under the net, dividing the court into 9-meter halves. The attack line, 3 meters back from the center line on each side, defines the front zone. The service zone is a 9-meter wide area behind each end line, defined by two short lines 15 centimeters long. The free playing space above the playing area must be free from any obstructions for at least 7 meters. Net, Antennas, Post On regulation FIVB courts the net extends vertically over the center line, 2.43 meters high for men and 2.24 meters for women at the center of the court. The net is 1 meter wide and 9.50 to 10 meters long. The net is made of 10 centimeter square black mesh. The top horizontal band is 7 centimeters wide, made of two-fold white canvas. At the bottom of the net is another horizontal band, 5 centimeters wide. White bands 5 centimeters wide and 1 meter long are fastened vertically to the net and placed directly above each side line. An antenna is fastened at the outer edge of each side band, on opposite sides of the net. The top 80 centimeters of each antenna extends above the net and is marked with 10-centimeter stripes of contrasting color. The side band and antenna are considered as part of the net. The posts supporting the net are placed 0.50 to 1.00 meters outside the side lines and are 2.55 meters high. Teams FIVB rules limit rosters to 12 players, wearing the numbers 1 to 20. The defensive specialist, the Libero, wears a different color and cannot be designated as captain. Each team starts six players. The starting lineup for each set dictates the rotational order for the rest of the set. There are three front row players and three back row players. As the ball is hit by the server, each team must be positioned within its own court in the rotational order (except the server). After the serve, players may move around on the court and into the free zone. Serving The server puts the ball in play from the service area. You must serve in the order established by the starting lineup. If the serving team wins the point, the same player serves again. If the receiving team wins the point, it rotates before its serve. The player moving from the front-right position to the back-right position serves. The server must toss or release the ball and hit it with one hand. Only one toss or release of the ball is allowed. The serve must be hit into the opposing court. As the serve is hit or the take-off for a jump service occurs, the server must not touch the court (the end line included) or the floor outside the service zone. After the hit, the server may step or land outside the service zone, or inside the court. Scoring Volleyball uses the Rally Point System. The team winning a rally scores a point. When the receiving team wins a rally, it gains a point and the right to serve and its players rotate one position clockwise. Teams score points by hitting the ball down onto the opponent’s court. They also get points when the opponent commits a fault or receives a penalty. Hitting the Ball Players can hit the ball with any part of their body, but they can't catch or throw it. The same player can't hit the ball twice in row. A team has three hits to get the ball back over the net. Two or three players can hit the ball simultaneously, but it counts as two or three hits. The ball is considered out when it hits the court outside of the boundary, an object out of bounds, the ceiling, a person out of play, the antenna, post or ropes outside of the net side band. It is also out if it goes over outside the "crossing space" or goes all the way under the net. Balls can hit the net on the way over and be good hits or serves. Hitters can extend over the net following a hit as long as contact was made on their side of the court. Blockers can extend over the net if they don't interfere with the action of the hitters Winning the Match FIVB matches are best-of-five sets. The first team to 25 points wins a set, except in the decisive fifth set. Sets must be won by two points. If the set is tied at 24-24, it continues until one team wins by two points. If the match is tied at two sets each, the fifth set is played to 15 points with a winning margin of at least two points. Badminton may be played on turf or on hardwood surfaces specifically constructed for sports, such as a basketball court. Concrete surfaces and carpeted floors are associated with a higher incidence of injury in badminton. Shuttle Court Layout The shuttle court is a rectangular playing area. It is marked out by 1 and 1/2-inch wide lines of chalk or some other marking colored white or yellow. Shuttle Court Length The shuttle court is 44 feet long. It is bisected by a net 2 feet, 6 inches wide, the top of which is suspended 5 feet from the surface of the court at the centerline. Shuttle Court Width The shuttle court playing area is 20 feet wide for doubles play. For singles play, the sidelines are 17 feet wide. Service Area The service court is 15 feet, 6 inches in length, beginning at the singles service line and extending forward to another line 6 feet, 6 inches from the net. A volleyball team has six players. Competitive volleyball is traditionally divided into men's teams and women's teams, though recreational play can be coed. Two teams stand on opposite sides of a net in a volleyball court. Although the rules are extensive, the basic idea is a back-and-forth of the ball over the net, trying to keep it off the ground. Basic play consists of one team beginning a rally by serving the ball, which means tossing it in the air and hitting it with the palm or arm over the net. Then players hit the ball back and forth over the net, trying to score a point by grounding the ball on the opponent's court. Each team has three touches on its side during a rally. Volleyball Rotational Positions The six players stand in two rows facing the net in what are known as their rotational positions. The three players in the front row form the attack zone, and the three players in the back row form the defense zone. The back player on the left is called the server. She begins the rally to score a point. Players rotate clockwise on the court after the team wins a rally on the opponent's serve. Volleyball Playing Positions After a serve, players are allowed to move from their rotational positions into their playing positions. These positions are also called zones. Covering the two sides of the court are the outside hitter and the right-side hitter, also known as the wing spikers. In between the wing spikers is the center or middle blocker. Other positions include the opposite hitter, the setter and the libero. The libero often plays left back position and is allowed to play backcourt only. Other Types of Volleyball The increasingly popular form of outdoor volleyball played on a sand court known as beach volleyball has different rules and is typically played by two players. Since its invention, volleyball has been adapted around the world. There are variations in court size, rules and number of players. For instance, a version of volleyball in Asia has nine-man teams. Usually, however, volleyball is played with even-number teams. Typically, recreational volleyball can be played with two, four or six players. I believe the libero can now serve. I can't figure out how they rotate though. Seems like they don't rotate in some ways, but do in others. All I know is they don't rotate to front row ever, and they never seem to come out of the game, in spite of the the player they replace having to come back into the game to replace them, in some way, when they would rotate to front row. I consider the fact, they could just replace another player to stay in, but they should have to sit out one rally to do so. So I know I am missing something.
+Ninh Ly They cannot serve in FIVB tournaments yet. It's an American thing in some leagues. They can, however, step over the attack line (3:14) but they cannot do an overhead finger pass followed by an attack from a team member if the libero is over the attack line.
Full Burst Boys volleyball is more competitive if you're playing in a good club. People may think of it as a sport for girls, but they really can't talk smack to a guy who is 6'0 (im 13) and have a vertical of 18 inches.

+Michael Bauers Yes. Blockers can reach over the net to block. They have to be careful about interfering with the first or second touch, though (most hits are third touch hits, so it's quite rare that a blocker would get called for interference, though).

Rules:
The ball must be spherical, made of a flexible leather or synthetic leather case with a rubber bladder inside. It may be a light color or a combination of colors. According to FIVB rules, it must weigh 260 to 280 grams with a circumference must be 65 to 67 centimeters. Its inside pressure shall be 0.30 to 0.325 kg/cm.
Court
According to FIVB rules, a court is an 18- by 9-meter rectangle, surrounded by a free zone at least 3 meters wide on all sides. Side and end lines mark the boundaries, drawn on the inside of the playing dimensions. The center line extends from side to side under the net, dividing the court into 9-meter halves. The attack line, 3 meters back from the center line on each side, defines the front zone. The service zone is a 9-meter wide area behind each end line, defined by two short lines 15 centimeters long. The free playing space above the playing area must be free from any obstructions for at least 7 meters.
Net, Antennas, Post
On regulation FIVB courts the net extends vertically over the center line, 2.43 meters high for men and 2.24 meters for women at the center of the court. The net is 1 meter wide and 9.50 to 10 meters long. The net is made of 10 centimeter square black mesh. The top horizontal band is 7 centimeters wide, made of two-fold white canvas. At the bottom of the net is another horizontal band, 5 centimeters wide. White bands 5 centimeters wide and 1 meter long are fastened vertically to the net and placed directly above each side line. An antenna is fastened at the outer edge of each side band, on opposite sides of the net. The top 80 centimeters of each antenna extends above the net and is marked with 10-centimeter stripes of contrasting color. The side band and antenna are considered as part of the net. The posts supporting the net are placed 0.50 to 1.00 meters outside the side lines and are 2.55 meters high.
Teams
FIVB rules limit rosters to 12 players, wearing the numbers 1 to 20. The defensive specialist, the Libero, wears a different color and cannot be designated as captain. Each team starts six players. The starting lineup for each set dictates the rotational order for the rest of the set. There are three front row players and three back row players. As the ball is hit by the server, each team must be positioned within its own court in the rotational order (except the server). After the serve, players may move around on the court and into the free zone.
Serving
The server puts the ball in play from the service area. You must serve in the order established by the starting lineup. If the serving team wins the point, the same player serves again. If the receiving team wins the point, it rotates before its serve. The player moving from the front-right position to the back-right position serves. The server must toss or release the ball and hit it with one hand. Only one toss or release of the ball is allowed. The serve must be hit into the opposing court. As the serve is hit or the take-off for a jump service occurs, the server must not touch the court (the end line included) or the floor outside the service zone. After the hit, the server may step or land outside the service zone, or inside the court.
Scoring
Volleyball uses the Rally Point System. The team winning a rally scores a point. When the receiving team wins a rally, it gains a point and the right to serve and its players rotate one position clockwise. Teams score points by hitting the ball down onto the opponent’s court. They also get points when the opponent commits a fault or receives a penalty.
Hitting the Ball
Players can hit the ball with any part of their body, but they can't catch or throw it. The same player can't hit the ball twice in row. A team has three hits to get the ball back over the net. Two or three players can hit the ball simultaneously, but it counts as two or three hits. The ball is considered out when it hits the court outside of the boundary, an object out of bounds, the ceiling, a person out of play, the antenna, post or ropes outside of the net side band. It is also out if it goes over outside the "crossing space" or goes all the way under the net. Balls can hit the net on the way over and be good hits or serves. Hitters can extend over the net following a hit as long as contact was made on their side of the court. Blockers can extend over the net if they don't interfere with the action of the hitters
Winning the Match
FIVB matches are best-of-five sets. The first team to 25 points wins a set, except in the decisive fifth set. Sets must be won by two points. If the set is tied at 24-24, it continues until one team wins by two points. If the match is tied at two sets each, the fifth set is played to 15 points with a winning margin of at least two points.
Badminton may be played on turf or on hardwood surfaces specifically constructed for sports, such as a basketball court. Concrete surfaces and carpeted floors are associated with a higher incidence of injury in badminton.
Shuttle Court Layout
The shuttle court is a rectangular playing area. It is marked out by 1 and 1/2-inch wide lines of chalk or some other marking colored white or yellow.
Shuttle Court Length
The shuttle court is 44 feet long. It is bisected by a net 2 feet, 6 inches wide, the top of which is suspended 5 feet from the surface of the court at the centerline.
Shuttle Court Width
The shuttle court playing area is 20 feet wide for doubles play. For singles play, the sidelines are 17 feet wide.
Service Area
The service court is 15 feet, 6 inches in length, beginning at the singles service line and extending forward to another line 6 feet, 6 inches from the net. A volleyball team has six players. Competitive volleyball is traditionally divided into men's teams and women's teams, though recreational play can be coed. Two teams stand on opposite sides of a net in a volleyball court. Although the rules are extensive, the basic idea is a back-and-forth of the ball over the net, trying to keep it off the ground. Basic play consists of one team beginning a rally by serving the ball, which means tossing it in the air and hitting it with the palm or arm over the net. Then players hit the ball back and forth over the net, trying to score a point by grounding the ball on the opponent's court. Each team has three touches on its side during a rally.
Volleyball Rotational Positions
The six players stand in two rows facing the net in what are known as their rotational positions. The three players in the front row form the attack zone, and the three players in the back row form the defense zone. The back player on the left is called the server. She begins the rally to score a point. Players rotate clockwise on the court after the team wins a rally on the opponent's serve.
Volleyball Playing Positions
After a serve, players are allowed to move from their rotational positions into their playing positions. These positions are also called zones. Covering the two sides of the court are the outside hitter and the right-side hitter, also known as the wing spikers. In between the wing spikers is the center or middle blocker. Other positions include the opposite hitter, the setter and the libero. The libero often plays left back position and is allowed to play backcourt only.
Other Types of Volleyball
The increasingly popular form of outdoor volleyball played on a sand court known as beach volleyball has different rules and is typically played by two players. Since its invention, volleyball has been adapted around the world. There are variations in court size, rules and number of players. For instance, a version of volleyball in Asia has nine-man teams. Usually, however, volleyball is played with even-number teams. Typically, recreational volleyball can be played with two, four or six players.

Fantastic video. The rules have changed a bit since it was made, but it is a good baseline of information.
I believe the libero can now serve. I can't figure out how they rotate though. Seems like they don't rotate in some ways, but do in others. All I know is they don't rotate to front row ever, and they never seem to come out of the game, in spite of the the player they replace having to come back into the game to replace them, in some way, when they would rotate to front row. I consider the fact, they could just replace another player to stay in, but they should have to sit out one rally to do so. So I know I am missing something.
+Michael Bauers They're always changing and modifying the rules - I've not heard that they can serve, it might be a recent thing if that's the case.
+Ninh Ly They cannot serve in FIVB tournaments yet. It's an American thing in some leagues. They can, however, step over the attack line (3:14) but they cannot do an overhead finger pass followed by an attack from a team member if the libero is over the attack line.

Full Burst Boys volleyball is more competitive if you're playing in a good club. People may think of it as a sport for girls, but they really can't talk smack to a guy who is 6'0 (im 13) and have a vertical of 18 inches.
