Hi dear! I lived in a basement suite for 2 years! Good bang for your buck, we saved a lot for that period 😊🥰 it’s colder for the winter to stay at one, and usually darker too but tolerable especially if affordability is your main priority! 😊💕
As long as it is heated, it should be okay during the winter. Basement units tend to be more damp, lack of sunlight, and higher risk of Radon gas exposure.

Quebec is a French province. If you don't speak French, you might have problems finding employment. Most customer interfacing jobs require French. Some occupations such as registered nurse, engineer, and lawyer require passing a French language test for licensure. For international students, besides study permit, Quebec has an additional permit called Certificat d'acceptation du Québec (CAQ) or Québec Acceptance Certificate.

Student with F-1 visa can't work off-campus in USA, except for curricular practical training (CPT) and optional practical training (OPT). After graduation, you will need to find a sponsor for 3-yr H-1B visa (max 6-yr with renewal). To get green card (PR), you will need to apply for Labor Certification, proving to Labor Department that you are not stealing jobs from Americans. Then you have to wait for an employment based (EB) green card to become available for your country of birth. For India, there is a 10-year queue for EB green cards.
