No, they're not related. Indra is called Sakka/Sakra in Buddhism, he's just a god, the king of Trayatimsa heaven. Although he's a follower of Buddhadharma, he's still far away to become a Buddha
Vajradhara seems more Krishna to me. The original Buddha dharma doesn't talk about deities. To me this is an intersection of Buddhism with the pagan religion practiced. Its very interesting and heartening as to how religions evolve and become newer but the goal remains the same.
