Can all the 4 tension reinforcement bars be provided in the same level, or it needs to be provided as shown in detailing?

IS:13920 has clauses regarding minimum spacing between bars to ensure easy flow of aggregate. So if these criteria is satisfied, you can provide bars in the same layer.
