There is some mistake understanding . Under reinforced is a concept . It doesn't mean less steel . In this concept you are using bigger section that is all
Yes, that’s correct. For the same moment a smaller section might be designed as over reinforced while a larger section might be designed as under reinforced. The capacity of the beam in either case is enough to resist the applied moment. But it seems like most people don’t realize this and think they need to design the beam such that the provided reinforcement is less than what’s actually required.

You say it's compression on top and tension on bottom, but then keep showing a fixed-fixed beam deformation instead of a pinned-pinned beam deformation. So 4 seconds into the video and you are already showing wrong information.
Good eye, thanks for pointing out the oversight. The deformation should have been for a pinned-pinned connection. Will make sure such errors are avoided 🙌

On the basis of the characteristics of the material(ductile or brittle) each ratio(or modulus) changes. They also form the basis of understanding the stress capacities for different types of loads as mentioned in the video
But How we make the meta center higher ?
Meta centric height can be increased by lowering the centre of gravity with respect to it's geometric centre. Imagine a pendulum with the bob as its centre of gravity
