Here in Australia, we do underground services scanning & location first, then mark them up with detailed information on the paving for the plumbers to find the tie-in point and connect with.
That's one way to do it. We just have the underground contractor go back once they're ready to install the boxes and then they cut down the lines left "wild" . That way the plumber can just find the box and connect from there. But are you saying if you're building a house/lot and the utility mainlines are already installed? Then yeah, that makes sense to mark that out in the road for the plumbers to locate when they're ready to tie in.

Hi, Jackie! I would just make sure you hire a good GC that knows what they're doing. But for any good GC with experience with the underground utilities, this is fairly common knowledge. Just make sure this is established in their scope of work up front and covered in their cost. Because some may be aware of it, but some may just keep their mouth shut if they're not specifically directed until it's brought up later when the work is about to begin. Then someone will ask, "has this been verified?" And then they'll come asking for a change order to do it. For your second question, usually once the elevation of the existing pipe is actually confirmed and verified then your GC should be able to make the connection (given that there aren't any significant changes in the elevations of the existing pipe, or that they still have enough room to change the pipe direction/elevation). But if the elevation is way off, it might be a design issue, and the design engineer will have to get involved and figure out another solution (similar to our case study in this video). And if your GC STILL can't make the connection after all of this...you might just have a bad contractor and will need to hire another one.

There are some good videos on TH-cam where he shares some great insight. I believe he specializes in commercial development. He has some books, too.
